Director of Tang Viet Ha Hospital said that the biggest problem, contradiction and challenge in implementing the health insurance policy is that people want to use good services and medicines, doctors want to fulfill all professional requirements, avoid missing diagnoses while hospitals are always worried about being paid because the insurance industry must control very strictly according to regulations.

Every year, the hospital has about 2% of its total fund being discharged.

In addition, there are still some technical services whose prices have not been regulated, such as obstetric monitoring, gastrointestinal endoscopy under anesthesia; at the same time, the application of some services is not appropriate, affecting the rights of patients and hospitals, for example, bed fees when treated in the internal medicine department.

In addition, there are shortcomings in implementing some unreasonable methods of assessing medical examination and treatment costs, affecting the quality of patient service.

From the issues raised, Mr. Tang Viet Ha said that in order to both limit the "bankruptcy" of the fund and ensure the rights of patients and medical facilities to perform well professionally, it is necessary to have a nationwide communication line about the values ​​of paraclinical results between hospitals, and not get caught up in too detailed content like now about drugs or other consumables.

Through the work, the monitoring delegation of the Provincial People's Council's Culture and Social Affairs Committee also raised many issues, requiring the hospital to clarify such as the quality of drugs bid for use by health insurance patients; the spirit and service attitude of medical staff towards patients; the application of IT, ensuring quick procedures for patients; whether or not there is a situation of health insurance profiteering...

Concluding the meeting, in addition to recognizing the hospital's proactiveness in ensuring patient rights, Deputy Head of the Provincial People's Council's Culture and Social Affairs Committee Nguyen Thi Lan requested the unit to continue to strictly implement health insurance policies; proactively develop plans and have solutions to effectively implement the health insurance fund estimates assigned by the Provincial People's Committee.

Hospitals also need to pay attention to increasing the implementation of new and high-tech techniques; innovating behavioral styles, improving professional qualifications, and increasingly better meeting hospital needs.
