(Baonghean.vn) - Regarding the content of the discussion session on the Draft Law on Military Service (amended), Nghe An voters hope to have more preferential policies for discharged youth.
At the meeting on November 21, National Assembly deputies passed the Law on Civil Aviation of Vietnam with 81.21% of deputies in favor. The law amending and supplementing a number of articles of the Law on Civil Aviation of Vietnam takes effect from July 1, 2015.
One of the contents that attracted public attention was the Draft Law on Military Service Amendment. Some of the most important points of the Draft are the increase in the term of military service to 24 months instead of 18 months as at present; The current Law stipulates the age of citizens to enlist in the army in peacetime from 18 to 25 years old, limiting the rate of citizens with university degrees or higher being called up for military service. The Draft Law supplements the regulation on the age of enlistment in peacetime up to 27 years old for citizens studying university training programs who have been temporarily deferred from military service; Only deferment is applied to high school students, full-time university students and abolishing the regulation on deferment for citizens "going to build new economic zones in the first three years"...

As someone who has closely followed the content of the Draft Law since it was first drafted and submitted to the National Assembly for consideration, Colonel Dinh Xuan Tu, former Commander of the Provincial Military Command and Chairman of the Nghe An Dioxin Victims Association, affirmed that the revised content is extremely necessary.
Currently, the Vietnam People's Army has become modern and standardized. Increasing the military service time from 18 months to 24 months will help soldiers receive political and military training, combat skills and the ability to use weapons and equipment proficiently, contributing to making the Vietnam People's Army increasingly elite and modern. Especially in the current period, when natural disasters and fires frequently occur, requiring the support of the military, increasing the military service time is necessary. "Not only does it help soldiers have more time to practice and study, but this period of time is also meaningful to the locality because after being trained and properly trained, when discharged from the army, they will become the core of local militia and guerilla teams," Colonel Tu affirmed.
Regarding the content of increasing the age of conscription in peacetime to 27 years old for citizens studying university training programs who have been temporarily deferred from conscription, Colonel Tu said that this is a provision that contributes to mobilizing intellectuals to serve the army and at the same time increasing the number of people enlisted. In addition, some fields, professions and specialties that the army has not yet trained will be supplemented with timely human resources.

Some voters who are military officers in Nghe An province said that the content of the draft law will contribute to creating fairness in the implementation of military service. Military service policy is the honorable duty of every citizen. For a long time, the subjects of military service are often concentrated in rural areas and fall into difficult families. The new draft law will change this. Colonel Tran Nguyen Ngoc - Head of the Propaganda Department of the Veterans Association of Nghe An province happily said: I strongly agree with the Draft Law on Military Service (amended) this time. The draft law shows the reasonableness of the time subjects perform military service. The increase in time has ensured the requirements for the development and use of weapons and military equipment to meet the requirements set by the objective. In particular, there is no discrimination in the implementation of the obligation to protect the Fatherland of all citizens. This has also been stipulated in the Constitution.
In addition, the policy for demobilized youth is also of special interest to voters. Colonel Dinh Xuan Tu said that the amount of money that demobilized youth receive is not worth much. The important thing is that the state must create jobs for demobilized soldiers. If this is legalized, the authorities and social organizations will have the obligation to take care of demobilized youth, which will solve the problem of social security and motivate young people to be ready to join the army.
Although the National Assembly is discussing the amendment bill, according to our records, voters currently do not fully understand the basic contents of the bill. A retired army colonel who worked in military recruitment for 10 years said that if the bill was widely publicized and people's opinions were sought before it was brought to the National Assembly for discussion, it would be closer to the real situation, would mobilize collective intelligence and the bill would be of higher quality.
