(Baonghean.vn) - At the group discussion session, the provincial People's Council delegates raised many solutions and suggested that the province should have a synchronous policy to support workers affected by the Covid-19 epidemic.

Continuing the 4th session of the 18th Provincial People's Council, term 2021 - 2026, on the afternoon of December 7, the Provincial People's Council delegates conducted a group discussion session.

Group No. 4 includes elected provincial People's Council delegates from the following units: Quy Hop, Quy Chau, Que Phong, Con Cuong, Tuong Duong, Ky Son. Mr. Vi Van Hoe - Secretary of Ky Son District Party Committee is the Group Leader leading the discussion.

HIGHLY APPRECIATE THE RESULTS OF SOCIO-ECONOMIC DEVELOPMENT

At the discussion session, delegates basically agreed with the report on the implementation of socio-economic tasks in 2021 and the plan for 2022. Despite many difficulties, the socio-economic development results achieved were very positive, demonstrating the great efforts of the entire political system, including the flexible and effective management role of the Provincial People's Committee, creating trust among the people.

Commenting on the Draft Resolution regulating a number of measures to strengthen the clearance of violations of traffic safety corridors, Mr. Luu Van Hung - Vice Chairman of the People's Council of Que Phong district said that in the past, Que Phong district has resolutely implemented this work. However, to do better, the province needs to support funding for mountainous districts in clearing households that do not violate but have constructions in traffic safety corridors, ensuring consistency. At the same time, attention should be paid to clearing violations of information infrastructure and power grid infrastructure.

Delegates from Que Phong district also proposed that the province have policies to support the allocation of public investment capital from the State budget to the district budget; upgrade and maintain National Highway 48 from Quy Chau district to Que Phong district; invest in bringing electricity to villages and hamlets without electricity; and completely resolve the shortcomings in compensation, site clearance and resettlement in the Hua Na Hydropower Project.

Mr. Vuong Quang Minh - Secretary of Quy Chau District Party Committee also highly appreciated the province's GRDP growth rate in 2021 (6.2%) in the difficult conditions caused by the pandemic. In addition, the high export turnover is a bright spot in the context of the disruption of the supply chain of goods due to the Covid-19 pandemic. Thereby, it shows the strong leadership and direction of the Provincial Party Committee, the flexible and effective management of the Provincial People's Committee.

Regarding mineral protection, Mr. Vuong Quang Minh said that the province needs to strengthen inspection and examination to detect and prevent mines that have expired but are still operating. Thereby, minimizing environmental pollution, loss of resources, and loss of tax revenue for the State. Regarding the new rural development program, he suggested speeding up cement support for localities.

Delegate Luc Thi Lien (Con Cuong district) pointed out that the National Assembly recently passed Resolution No. 36 on piloting a number of specific mechanisms and policies for the development of Nghe An province. Therefore, the Provincial People's Committee needs to determine overall development goals from 2021, develop clear plans and solutions. In particular, implementing the construction of 3 key economic zones as specified in the Resolution of the 19th Provincial Party Congress, especially the Western Nghe An economic zone.

NEED TO HAVE UNIFORM POLICIES TO SUPPORT WORKERS

Referring to the policy to support workers affected by the Covid-19 epidemic, Mr. Kha Van Tam - Chairman of the Provincial Federation of Labor said that in mountainous districts, the impact of the Covid-19 epidemic on people is very severe. In the past time, the province and localities have been responsible for implementing support policies for people. Regarding the support for workers returning from the southern provinces and cities, many localities have implemented it very actively, initially creating many jobs for workers.

However, this is a big problem that cannot be solved in a short time. Delegate Kha Van Tam suggested implementing 3 solutions well: Supporting vocational training for workers; strengthening connections with businesses in job creation; Creating conditions for people to borrow capital for production and business. In addition, all levels and sectors need to promote the implementation of programs and projects for socio-economic development in ethnic minority and mountainous areas.

Also interested in this content, Mr. Nguyen Van Hai - Secretary of Tuong Duong District Party Committee said that the province should have a support package for workers in mountainous districts through support for crops and livestock, in order to exploit local potential and advantages, ensure social security; increase investment in applying science and technology in mountainous districts to increase production value.

In the long term, according to delegate Hai, it is necessary to study why workers in mountainous districts are not interested in working in industrial parks, factories and enterprises in the province. In addition, it is necessary to create a production value chain, attract businesses to invest in the agricultural sector in mountainous districts, to avoid the situation of good harvest and low prices. There should be mechanisms and policies to support localities in preventing and fighting the epidemic, especially funding for F0 treatment.

Regarding support for returning workers, Mr. Vuong Quang Minh proposed that there should be short-term vocational training solutions to help people change jobs appropriately. At the same time, there should be strong connections with businesses to introduce and solve jobs for workers. Meanwhile, delegate Luc Thi Lien said that it is necessary to invest, build, and improve economic development models and cooperatives in localities, thereby solving more jobs.

At the discussion session, leaders of the Department of Natural Resources and Environment, the Ethnic Minorities Committee, and the Department of Transport discussed, explained, and clarified the issues that delegates and districts were interested in regarding mineral protection, site clearance for the Hua Na Hydropower Project, and clearance of traffic safety corridors.

Concluding the group discussion session, Mr. Vi Van Hoe - Secretary of Ky Son District Party Committee said that he will fully summarize the discussion opinions of the delegates to report to the Provincial People's Council at the discussion session in the hall tomorrow morning (December 8).
