(Baonghean) - Mr. Bang Trong Vien in Hamlet 2, Xuan Lam Commune, DistrictMaleDan is one of the village 1 cadres with more than 20 years of "seniority" as a village cadre, rotating from the position of village chief to party cell secretary. As a qualified person and a party member, Mr. Vien has held this important responsibility from one term to another. No longer holding the position of village chief and party cell secretary, he was elected to the village front with the current allowance of 110,000 VND/month. In previous years, the subsidy regime for village cadres like Mr. Vien was calculated by the commune as several dozen kilograms of rice/year.

In the mountainous district of Tuong Duong, Ms. Vi Thi Dao - a female cadre of Dinh Phong village is trusted by the villagers. The successful mobilization of people to the new resettlement area in Dinh Phong has her active contribution in propagating and mobilizing households. Despite the difficult roads, she does not mind the hardship, providing tens of thousands of VND/month to complete the task.




Promoting the role of village and commune cadres in Tuong Duong

To date, the province has 17,499 village and hamlet cadres with about 5,833 hamlets, blocks and villages. In reality, village and hamlet cadres are often prestigious people elected by the people. This is where the Party's policies and the State's laws and policies are directly and concretely expressed. Therefore, the village and hamlet cadres play a key role in bringing policies and guidelines closer to the people, directly caring for people's lives, and grasping people's aspirations.


However, in reality, over the past many years, this cadre team has not received proper attention and is suffering many disadvantages. If in 1999 the allowance for Party cell secretaries and village chiefs was 60,000 VND/month, in 2001 it was raised (according to the regulations on population ratio of each village, hamlet, and neighborhood) to: 120,000, 100,000 and 80,000 VND/month. The work is a lot, the responsibility is great, while the allowance is too low, making many people not want to take on this task. In reality, many villages and hamlets have difficulty finding people to elect to hold the position of hamlet chief.


Based on the voters' practical recommendations, the Government issued Decree No. 92 of the Government in 2009, and the Resolution of the People's Council of Nghe An province approved the regulations on allowances for village and hamlet officials that have been improved one step further. Accordingly, Party cell secretaries and hamlet chiefs in type 1 enjoy a coefficient of 0.9% of the minimum wage, type 2 hamlets are 0.8% and type 3 hamlets are 0.7%.

According to current regulations, the allowance for officials holding the positions of Party cell secretary, village head, and residential group head in Nghe An is currently only about 500,000 VND/month, depending on the village, hamlet, or residential group of type one (over 1,000 people) or type two (under 1,000 people). Heads of specialized Front work committees, heads of mass organizations such as heads of farmers', women's, veterans', and youth unions are entitled to an allowance of 0.45% of the minimum wage from May 2010.

In the case of village, hamlet, and residential group cadres who, after retirement, return to work in their place of residence, with the above allowance, they can still work with peace of mind. However, in the case of village, hamlet, and residential group cadres who are young and have to spend most of their time solving public affairs, the above allowance can hardly help them work with peace of mind, and even less can it motivate and encourage village, hamlet, and residential group cadres to be enthusiastic about village and residential affairs, while these are jobs that require great enthusiasm.


In addition to the very low allowance, the work of training and improving the qualifications and capacity of the cadres of villages, hamlets and residential groups has not received due attention. In fact, the work of training and improving the political, professional and technical qualifications has only been carried out for cadres from the commune, ward and town levels and above.
