There needs to be mechanisms and policies to create a legal corridor for schools.
According to the 2005 Education Law (Article 105), students and their families do not have to pay any other fees other than tuition and admission fees. The Government's policy of stopping collecting construction fees, which our province has applied since the 2008-2009 school year, is a guarantee of compliance with legal regulations.
Also according to regulations, the tuition fees paid by students are divided into small parts, one part is used to pay salaries for school staff, teachers, and employees; one part is deducted to regulate places where tuition is not collected; one part is used to improve school facilities and classrooms... However, in reality, the current tuition fee collection level is low, so schools cannot allocate funds to invest in school facilities according to regulations.
In that condition, with a poor economic province and not many large enterprises in the area, there is no other way but for learners to take responsibility for contributing to building facilities to serve the learners themselves.
The question is how to mobilize from learners to ensure compliance with the law? Should we conduct research to come up with a tuition fee that can basically cover school expenses, including purchasing facilities; or can we stipulate an appropriate contribution level from learners in addition to mobilizing from the budget, from businesses and philanthropists to create a stable resource to take care of school facilities and classrooms for their children!?
Regarding public opinion, the majority of people and parents still believe that the State needs to have "rigid" regulations on specific payment levels for students, both to create unity among students and to create a legal corridor for schools in this matter. However, the exemption and reduction policies for policy subjects and those with difficulties as prescribed before must still be strictly implemented.
While "waiting" for a decision from the competent authority, the education and training sector must first direct and supervise educational institutions to strictly implement democracy and transparency in school revenue and expenditure activities as required by the Ministry of Education and Training and the People's Committee of Nghe An province. On the part of parents and students, it is necessary to have an attitude of sharing, sympathy and showing their responsibility for their children's education, demonstrating the cultural beauty that has existed for generations in the subconscious of those who send their children to school - studying means contributing to building schools and classrooms.
