Ms. Lai Thi Bich Lien - Vice Chairman of the People's Council of Nghia Dan district said that, besides the positive effects that the monitoring and survey activities of the People's Council of Nghia Dan district have brought, there are still some recommendations of the Standing Committee and the Committees of the People's Council of the district that have not been thoroughly accepted and overcome by all levels and sectors. Some administrative procedures are still cumbersome in resolving policies to support loans for students; support farmers affected by storms, floods, natural disasters, etc. There are still some Party committees and authorities that do not fully understand the position, role and functions of the People's Council and due to the mentality that the People's Council at the district level will be abolished. This is also due to the unclear monitoring mechanism, lack of sanctions and handling measures after monitoring and survey activities.
According to Ms. Lien, the National Assembly Standing Committee needs to soon issue a resolution amending the Regulations on the operation of the People's Council, which clearly stipulates that the People's Council must participate in specific orientations of policies and resolutions of higher levels and Party committees; at the same time, it should carefully consider when deciding whether or not to organize the district-level People's Council apparatus. In order to improve the efficiency and operational capacity of the district-level People's Council, which is truly a local authority performing the function of supervision and deciding on important issues, it is necessary to increase the staff and mechanisms for the People's Council to perform its functions well.
