According to the Resolution of the Provincial People's Council on the basic construction investment plan for the years 2012, 2013, 2014, the number of works and projects in the field of culture - sports - tourism approved is only 5 projects. However, the total number of works and projects managed and invested by the Department of Culture - Sports - Tourism that were unfinished from 2011 to 2012 is 10 projects; from 2012 to 2013 is 9 projects; from 2013 to 2014 is 11 projects. In addition, there are currently 7 projects approved but no capital has been allocated for construction; 9 projects under construction have not been allocated capital; 4 completed projects have not been allocated enough capital; 8 projects in the investment preparation stage have not been allocated enough capital.
In general, the capital allocated to projects is still too low and in small amounts. In addition, due to the nature of cultural projects and works, the construction process must go through many procedures, seek opinions from many levels and sectors; require spiritual procedures and difficulties in site clearance, so many projects are still unfinished or have not been constructed, affecting the effectiveness of the projects. Up to this point, the total accumulated debt of basic construction is more than 60 billion VND, including the Kim Lien relic site restoration project (more than 40 billion VND); the Nghe Tinh Soviet Square project; construction of the Nguyen Thi Minh Khai Memorial House, the Provincial Library, etc.

At the end of the working session, comrade Nguyen Xuan Son emphasized: The Department needs to have drastic solutions to speed up the construction progress of unfinished projects, in which it is necessary to review to divide and prioritize capital sources to implement key works and projects, urgent works; at the same time, boldly cut down some other works and projects. Strengthen coordination with all levels and sectors to remove obstacles in site clearance, create conditions for projects to be constructed on time and on schedule, limit slow implementation leading to consequences of adjusting the total investment and promoting the use of works and projects. Note to clearly analyze dynamic debt to have appropriate solutions. Direct the settlement of completed projects, prioritize the repayment of capital debt of these projects. Pay attention to directing districts and communes to ensure the construction of works and projects related to culture - sports - tourism to ensure quality. Comrade Nguyen Xuan Son also acknowledged the Department's suggestions and recommendations to continue studying and resolving issues under the authority of the Provincial People's Council.
