- Hung Yen Nam Party Committee (Hung Nguyen district) has 121 party members operating in 10 party cells. Of which, there are 8 rural party cells and 2 school party cells. It is worth mentioning that the commune has 9 Catholic hamlets, of which 7 hamlets have no party members and 6 hamlets have no party cells. Of the 8 rural party cells, 4 were merged according to Project 03 of the Standing Committee of Hung Nguyen District Party Committee.

After 3 years of separation from the commune, the Hung Yen Nam Party Committee has admitted an average of 8-10 new party members each year, but there are no party members who are Catholics. Mr. Nguyen Dinh Linh - Standing member of the Party Committee, Vice Chairman of the Front, Secretary of Party Cell 6, one of two Catholic party members of the Hung Yen Nam Party Committee, said: The biggest difficulty now is the source of elite masses, because of economic difficulties, most rural youth in general, and Catholic areas in particular, are worried about making a living. In addition, propaganda work about the Party is still limited.

It can be said that overcoming the situation of some hamlets without party cells or party members in Hung Nguyen is still difficult. Currently, Hung Nguyen has 14 communes with Catholics with over 22,000 people, but only 120 party members, a rather modest rate. The rate of elderly party members is still high in rural party cells. Therefore, it is difficult to maintain the current number of party members of Catholic origin, not to mention recruiting new party members. Faced with the above situation, Hung Nguyen is continuing to consolidate Project 03 on overcoming the situation of hamlets without party members or party cells.

Mr. Nguyen Huu Trang - Deputy Head of the Organizing Committee of Hung Nguyen District Party Committee said: Hung Nguyen has 56 grassroots party organizations, 340 party cells with 6,210 party members. Currently, the whole district still has 26 hamlets without party cells, mainly concentrated in 4 communes of Hung Tay, Hung Yen Nam, Hung Yen Bac and Hung Trung, where there are many Catholics. In recent years, the party committees at all levels in the district have implemented many solutions such as increasing party members in party cell activities, establishing merged party cells, thereby finding positive factors to recruit into the Party, but it seems that to implement this project, the party committees still face many difficulties.

Each year, the entire district only admits 1-2 party members who are Catholics, and some years, no party members are admitted, because the source of developing young party members in the Catholic areas in Hung Nguyen is still facing difficulties, most of the young people of working age go to work far away, and some young people have limited awareness of the Party. In addition, in leadership work, some grassroots party organizations have not yet developed appropriate solutions to implement Project 03 of the Hung Nguyen District Party Committee. Therefore, the situation of hamlets without party cells and party members in Catholic areas has not been overcome.

Mr. Dau Ngoc Binh - Secretary of the Hung Yen Nam Party Committee said: In my opinion, the establishment of a public office party cell is necessary to create conditions to monitor and help a number of dedicated Catholic cadres to be admitted to the Party, while avoiding pressure and isolation for them at the grassroots level. Only then can we create conditions for a number of Catholic cadres to feel secure in joining the Party. These will be positive factors in propagating the Party and State's policies and guidelines to Catholics. These factors will help the Party Committee have resources to build Party cells in Catholic areas.


Mr. Hoang Phuc Khang - Deputy Secretary of the Hung Yen Bac Party Committee, said: The superiors need to have policies for party members who are Catholics, at the same time, widely propagate and combine to rectify the political apparatus at the grassroots level. For communes in Catholic areas like ours, there needs to be an additional deputy secretary in charge of the grassroots level to take care of developing party members. Only then can we soon eliminate the number of villages without party members and without party cells.


To continue to overcome the situation of hamlets without party cells or party members, Hung Nguyen is focusing on implementing a number of solutions, including promoting propaganda about the Party's leadership role, reviewing targets and solutions for developing new party members, creating a source of elite masses, assigning party members to monitor and train; in some hamlets, continuing to establish combined party cells and increasing party members' participation in activities.

The district builds grassroots support mechanisms in implementing Project 03, considering the work of developing party members and eliminating hamlets without party cells as important regular tasks associated with the implementation of Central Resolution 4 "Some urgent issues in Party building" at present.
