Recently, a colleague from my uncle’s old office brought him 14 million VND and said that it was money sent by his old office. After a while of asking, my uncle's colleague looked around and said that the money came from the 4th Central Committee (11th tenure) on "Some urgent issues on Party building at present". My uncle still did not understand why so he continued to inquire. Perhaps thinking that telling the whole truth to a retired person would be "harmless", that person told my uncle that of the 14 million VND, 10 million VND was received by the head of the personnel department as a "fee" to "take care" of his nephew during the draft 2 years ago, the remaining 4 million was the payment for related benefits in the last year of work before my uncle retired, but a leader in the agency had "secretly" directed to keep it as a "fund".
My uncle also learned that the reason why those who received and kept my uncle's money in the past now "voluntarily" returned the money was because the industry is currently reviewing the collective and individual leaders in accordance with the spirit of Resolution 4 of the Central Committee (Term XI). Many negative incidents and networks that have existed for a long time, causing public outrage inside and outside the industry, have been discovered and exposed. Along with that, the establishment and collection of illegal "fees" and "funds" by some agencies and departments, which are in fact a form of collecting money, taking money to share, to serve the interests of a part or a group of people, have been "named and shamed". Among them, many problems, incidents, negative phenomena, shortcomings, and shortcomings have been raised in the comments to the collective and individual leaders and managers from all levels, sectors, party organizations where they reside, or retired cadres.
Now my uncle understood that the above mentioned “pulling the strings” had led to a “trembling of the forest”. Fearing that the cases of illegal money collection and retention would be criticized by the opinions, especially those of retired officials like my uncle, during the upcoming review, self-criticism and criticism, the “agency” sent someone to return it.
Sharing the joy with his children and grandchildren, my uncle expressed his wish that there would be more and more truly objective, accurate, fighting spirit and constructive comments, to contribute to correcting the limitations, shortcomings and shortcomings; at the same time, frankly pointing out negative phenomena, incidents, and lines of operation... to gradually clean up the apparatus, first of all the Party and government agencies, to not only fight against erosion but also regain all the people's trust and love for the Party as our Party once had and deserved. At the same time, when giving comments directly or in writing, it is necessary to avoid taking advantage of this meeting to provide false, inaccurate information, information of a slanderous, defamatory nature... affecting the spirit of solidarity, reducing the value and strength of the comments and affecting the effectiveness of the review, self-criticism and criticism in the spirit of Resolution 4 of the Central Committee (Session XI).
