We highly approve of the political report of the District Party Committee for the 2010-2015 term presented to the Congress; it demonstrates the wisdom of the entire Party Committee that has been absorbed and included in the report. I would like to emphasize some basic contents for comrades to discuss and propose resolutions in the most effective and practical way to develop our district.

...First of all, we appreciate the efforts of the people and the Party Committee of Quynh Luu district in fulfilling the targets set out in the Resolution of the Congress, bringing the district to development in the past term. Quynh Luu district is considered a bright spot in terms of dynamism, creativity and efficiency in the fields of agriculture and aquaculture, with a growth rate of 6.07%, exceeding the district's target (5 - 6%) and higher than the average of the whole province. Many new models demonstrate the dynamism of the people and the effective direction and leadership of the Party Committee. For example: In seafood exploitation, 56 thousand tons were achieved, above the set target of 38,000 - 39,000 tons, which is a very high target. Then aquaculture reached an area of 2,382 hectares, of which industrial shrimp farming was 642 hectares and produced shrimp seeds including: tiger prawn, mantis shrimp, clams, crabs... In the district, large model fields were formed, rice productivity, color area productivity was very high and raw material areas were formed such as: peanuts 1,300 hectares, pineapple 550 hectares, sugarcane 830 hectares...
Monday, are comrades who have actively contributed to the establishment of Hoang Mai town. Without high political determination and the efforts of departments and branches, Hoang Mai town could not have been established quickly and created momentum for the development of the Nam Thanh - Bac Nghe region.
Tuesday,is to develop craft villages and craft villages in the district. We have the largest number of craft villages in the province with 29 craft villages recognized by the province, 10 craft villages recognized by the district, while the second place is Nghi Loc district with only 22 craft villages. These craft villages create jobs, income and bring great social significance.
Wednesday, is the socio-economic infrastructure that has been well implemented by the district. Comrades have implemented 364 projects, 268 commune and inter-commune roads; 346 km of standard village and hamlet roads; many dams, irrigation systems to serve irrigation.
Thursday, in the field of education, comrades have outstanding achievements compared to the average of the whole province. Schools meeting national standards reached more than 62%, while the province only reached 54%. Next is the commune meeting high medical standards, 78.9% and 100% of communes have doctors. The number of hospital beds per 10,000 people reached 17.5 beds, above the target of 17 beds. This is a high achievement target.
Friday, is poverty reduction work, this is a very remarkable turning point. Comrades reduced the poverty rate to 2.3% above the target of 7%. Meanwhile, the whole province currently still has 10% of poor households. Therefore, the district has made great efforts. And the drug problem, it can be said that this is a challenge and obstacle in the development process, Quynh Luu is the district with the least drug problems, although this is the intersection of traffic routes, has urban areas and is close to National Highway 1A, major national highways. We highly appreciate the above results, because this is an advantage in the development process and maintaining social stability and political security and order.
Finally, on the issue of Party building and strengthening the political system, the District Party Committee and Standing Committee have united to promote their central role to lead the Party Committee to complete the tasks of economic and social development and maintain national defense and security.
However, in the process of performing its tasks, the district still has some shortcomings, limitations, and weaknesses. I would like to raise them for you to discuss and overcome in the next term to create a breakthrough and develop the district.
The first, is the low economic growth rate, not commensurate with the potential of the district and lower than the average of the province. In the last term, the economic growth of the district reached 6.57%, while the average of the whole province was 7.89%. This is a synthetic indicator showing the socio-economic development, so comrades must focus on high economic growth, because economic growth is the universal key to open and solve social security issues and related issues.
Monday, the average income of the people is still low, only reaching 26.33 million VND/person/year, while the average of the whole province is 39 million VND. In the next term, the Provincial Party Committee determined that the average income per capita of the whole province by 2020 must reach 70 million VND/person, double. The determination of the province is very strong, so Quynh Luu district must realize the responsibility and task of increasing the average income, ensuring the material, cultural and spiritual needs of the people. Why in the next term, Nghe An province must increase economic growth to 13%/year, the average income of 70 million VND/person/year? Currently, the total budget revenue of the province has only reached 7,652 billion VND, but in the next 5 years, the province is determined to reach 25,000 billion VND.
This is completely realistic, because we are currently focusing on investing and attracting investment in industrial parks and large factories. In the next 3 years, large factories and industrial parks will be effective and the province's budget revenue will reach that target. We are implementing VSIP 6 Industrial Park, implementing the production of 12 million tons of cement in the next term and implementing a series of large factories of corporations such as Masan, Hoa Sen...; implementing Dong Hoi Industrial Park and Dong Nam Economic Zone. Thus, with strong concentration, drastic direction and the will of all people, in the next 5 years, Nghe An will become a fairly good province in the North, the economic center of the North Central region.
Tuesday,The district's investment attraction is still limited, with few projects, small scale and underdeveloped urban areas. Urban areas are the skeleton that ensures economic development and the driving force for socio-economic development. Quynh Luu district has not yet developed urban areas strongly; Giat urban area, Tuan urban area, Son Hai urban area, Quynh Nghia urban area... are the areas that comrades must focus on for development.
Wednesday,is about livestock, which used to be the strength of the district, but has not been exploited to its full extent; for example: buffalo and cows have only reached 33,300 out of the target of 35,000; deer have only reached 13,300 but are mainly for their antlers, not yet processed. The total pig herd has not reached the plan, reaching 80,000 out of the target of 104,000. These are the strengths of the district associated with the potential of land, food, and human resources, but we have not yet ensured them.
Thursday, is that there has not been a major economic breakthrough, there has not been a major project to change the economic structure of the district. Although there are many craft villages, the efficiency is not high and there are still challenges due to sustainability. I say that because we have 29 craft villages, but there are 13 rattan and bamboo weaving villages; and craft villages must reach a high level, then the products of the craft villages can be exported, dominate the market, thereby creating jobs for the people.
Friday,Although education has developed comprehensively, key education and high achievement are still limited. Compared to the average of the whole province, the number of students in Quynh Luu district who achieve national excellent students or international excellent students, Asia is very limited. Therefore, I suggest that comrades pay close attention to the above issue.
Saturday,is that healthcare is still limited in quality as well as in the application of medical advances in medical examination and treatment.
Eighth, we are and will continue to face the challenge of shrinking agricultural land. Currently in mountainous areas, large land is a strength, each family has 2 hectares of land, in some places they earn about 3 billion VND per year, especially growing oranges, passion fruit, medicinal plants... But in Quynh Luu, on average, each commune has about 500 hectares of land and only 300 hectares of agricultural production. In the future, many generations will no longer have land to live, many projects will no longer have land to build, agricultural restructuring will also be very difficult. So this is a challenge that comrades must be proactive in planning, population arrangement, infrastructure construction, intensive farming to increase productivity, and application of science and technology in agricultural development.
... Quynh Luu can be likened to a miniature province, with mountains, midlands, plains and sea, like a miniature Vietnam with full potential and advantages. Quynh Luu is also a historical, cultural, revolutionary and studious land and has a "density" of talented people contributing to the country in many fields. Quynh Luu was also once an economic "fortress" of the whole country and has many dynamic and innovative ways of doing things, such as: raising deer, aquaculture, growing vegetables, mechanizing agriculture... Therefore, we hope that in the next term, the district must achieve the goal of not only being a new rural district, but also a cultural district to be worthy of the long-standing cultural sediments left by our ancestors.
