(Baonghean) -Continuing the monitoring program in Nghe An, on the morning of March 4, the working group of the National Assembly's Ethnic Council inspected and monitored the results of the project to relocate residents in areas prone to natural disasters and landslides in Lang Khe commune and Con Cuong district.
Comrade Ksor Phuoc, member of the Party Central Committee, member of the National Assembly Standing Committee, Chairman of the National Assembly Ethnic Council chaired the supervision session. On the provincial side, Comrade Le Xuan Dai, member of the Standing Committee, Vice Chairman of the Provincial People's Committee, representatives of the National Assembly delegation of the province and a number of relevant departments and branches attended the meeting.

Before working with the commune and district, the delegation went on a field trip to the resettlement project in Huoi Mac village, Lang Khe commune. Implementing the program of migration from areas affected by natural disasters and at risk of landslides under Program 193, from 2006 to present, Con Cuong district has investigated and surveyed, on that basis, established 5 resettlement projects in 5 communes: Binh Chuan, Don Phuc, Mon Son, Lang Khe and Luc Da. With the support of superiors, in 2007, Con Cuong district combined career capital to relocate 30 extremely disadvantaged households, lacking land in Cam Lam commune, with an average of 2 million VND/household; in 2013, the district continued to relocate 16 extremely disadvantaged households lacking land, at risk of flash floods and landslides in Binh Chuan commune to the resettlement area, with an average of 20 million VND/household.

Regarding the program of arranging concentrated residential areas for areas at risk of natural disasters and landslides, Con Cuong district has approved 2 projects to resettle 56 Thai and Dan Lai households in Huoi Mac, Lang Khe commune with a budget of 63.57 billion VND. Currently, the project has completed site clearance, road construction to the resettlement area and completed 75% of the leveling volume, with a budget of 16 billion VND/total allocated budget of 13.2 billion VND. The project in Binh Chuan with a total budget of 26 billion VND, arranging 60 Thai households; currently implementing items worth 19 billion VND/total allocated budget of 15.8 billion VND. However, due to insufficient budget allocation, the investor is in debt to contractors, so the remaining items have not been implemented.

At the meeting, after a preliminary report on the socio-economic situation and project implementation results, the representative of Con Cuong district made a number of recommendations, focusing on the need for the Central Government to pay attention to allocating sufficient funds to implement the projects on schedule and according to plan. After listening to the situation report, some members of the monitoring delegation questioned and learned more about the situation of natural disasters and landslides in the area in recent times, planning of areas at risk of landslides and floods, detailed plans for population arrangement, which population arrangement models are effective? How can people know their rights when they are subject to relocation due to natural disasters?

Concluding the working session, Comrade Ksor Phuoc highly appreciated the local efforts in mobilizing resources to implement the integration of resettlement projects and resettlement of residents in disaster-stricken areas under limited funding conditions. Sharing the difficulties of the district and people living in areas at risk of natural disasters, landslides and floods, he hoped that Con Cuong district would clarify the capital sources for implementing the projects, when to integrate them; assess and clarify the situation of natural disasters and landslides to clarify the urgency of the projects; and plan to ensure stable lives of people after relocation and resettlement.
The Chairman of the National Assembly's Ethnic Council especially noted that local authorities must ensure that the rights of people when they move to a new place of residence must be better than their old place. In the arrangement and placement of residents in disaster-affected areas related to ethnic minorities, and in new places with different and disparate ethnic ratios, it is necessary to pay attention to and respect cultural identity factors so that each ethnic group can both preserve its traditions and build a close, united relationship between ethnic groups living together in the area./.
