Normally, each session of the People's Council must pass more than 10 resolutions, sometimes nearly 20 resolutions. With a duration of about 3 days, a dense meeting agenda, and limited time, the People's Council often arranges only one session right after the opening session for the People's Council to listen to all reports presented directly at the session, in addition, the People's Council delegates must read and study about 15 other reports. The time for asking questions and listening to answers takes up 1 day, so there is not much time left for discussing, receiving, editing, and explaining the reports and resolutions of the People's Council delegates.

The meeting agenda arranges for general discussions on reports and draft resolutions, so it is not mandatory for delegates to focus on giving comments on draft resolutions or reports of the People's Committee and branches during the discussion. In fact, the opinions of delegates at the discussion session focused on evaluating the activities of the Provincial People's Council, the management of the Provincial People's Committee and the implementation of local socio-economic tasks, recommendations and proposals related to the branches and agencies where delegates work, while the draft resolutions have not been discussed comprehensively by all delegates. With only 1 group discussion session and 1 general discussion session in the hall, in addition to delegates who discussed the main points and briefly, there were many people who spoke for 20 or 30 minutes, taking up the time of other delegates. Therefore, the number of delegates speaking at each session of the Provincial People's Council is often less than the number of reports.

The passing of resolutions at the People's Council of Nghe An province has now undergone many innovations. In addition to approving the full text of the draft resolution, the presenting agency also reports on acceptance and explanation after the review by the Standing Committee and the People's Council Committees. The chair of the meeting raised the issue, suggested and encouraged the People's Council delegates to discuss and contribute ideas to the draft resolution. However, if there are delegates with a discussion mentality, the presenting agency also promises to accept it in general, and then whether or not to revise the draft resolution is not noticed by many people. If we continue to raise the issue when the session is about to end, we will be considered "talkative". Therefore, although the draft resolution of the People's Council may have delegates who are still hesitant and skeptical about its feasibility, but do not speak up, when the chair of the meeting proposes to vote, they raise their hands to avoid being "out of place". The rate of 100% of the People's Council delegates present raising their hands in approval is often not necessarily consistent with the quality of the resolution issued by the elected body.

The quality of the People's Council's resolutions depends on many drafting agencies and the review of the Standing Committee and People's Council committees, but that does not mean that People's Council delegates underestimate their role in participating in discussions. Delegates need to be more responsible when voters have chosen them as representatives to decide on important issues in the locality. In the coming time, the session should arrange appropriate time for delegates to discuss and pass the People's Council's resolutions.
