(Baonghean.vn) - Continuing the survey program on land use, financial obligations to the state of apartment buildings and urban areas; granting home ownership rights of some apartment projects in Nghe An province, on the afternoon of August 12, the Supervisory Delegation of the Economic and Budget Committee - Provincial People's Council led by Mr. Tran Quoc Chung - Deputy Head of the Economic and Budget Committee of the Provincial People's Council had a working session with Construction Joint Stock Company No. 9 - Nghi Phu New Urban Area Management Board.

The project was implemented from 2004 to December 31, 2015 with a total investment of 165.58 billion VND in 2004 and 364.42 billion VND in 2015. Regarding the project progress, by June 2015, the technical infrastructure had been completed and 59/192 villas and garden houses had been built.

The new urban area West of Xo Viet Nghe Tinh Avenue in Hamlet 19, Nghi Phu Commune has a designed scale of 13.5 hectares with a total investment of 397.67 billion VND in 2004 and 617.22 billion VND in 2015. Up to now, the project has completed the technical infrastructure, put into use 9-storey and 12-storey apartment buildings; built 203/297 garden villas and townhouses. For these two urban areas, the company has not yet fulfilled its financial obligations to the state.

Regarding the issuance of land use right certificates, by June 2015, the company had issued 22/64 apartments and 1 customer on the first floor of a 9-storey apartment building; issued land use right certificates to 6 low-rise households in the project in Hamlet 2, Nghi Phu commune and 1 household in the project in Hamlet 19, Nghi Phu commune; the 12-storey apartment building has not yet issued land use right certificates to households.

This is a project that has been implemented for many years, but still faces some difficulties and problems such as: The project progress is still slow, through many planning adjustments; compensation for site clearance of the project in Hamlet 19, Nghi Phu Commune has not been completed; the progress of granting land use right certificates is still low; the establishment of the Management Board of the apartment building project according to regulations still faces many difficulties...
