Flood drills needed for people downstream of irrigation and hydroelectric dams

(Baonghean.vn) - "For a long time, we have been conducting rescue and security drills, but there have been no flood drill scenarios for people downstream of irrigation and hydroelectric dams.", Comrade Luong Thanh Hai, Secretary of Tuong Duong District Party Committee, Delegate of the Provincial People's Council affirmed.

One of the issues that voters were interested in at the 10th Session of the 16th Provincial People's Council for the 2011-2016 term was the operation and flood discharge of irrigation and hydroelectric dams. Comrade Luong Thanh Hai, Secretary of the Tuong Duong District Party Committee, Delegate of the Provincial People's Council, said that for a long time, we have not paid attention to flood drills for people in the downstream areas of irrigation and hydroelectric dams.

Tuong Duong district currently has two very large irrigation reservoirs: Ban Ve, with a capacity of 1.8 billion cubic meters of water, and Khe Bo with more than 500 million cubic meters of water. Although the flood discharge plans have been proposed by the investor and the operating unit, it must be said that they are all theoretical.

“We have not yet practiced flood discharge plans in a specific and systematic manner. For example, at Khe Bo Hydropower Plant, if the flood discharge is at its highest level, the water downstream after the dam will rise 14 meters, and many villages and national highways will be flooded. However, the plan to relocate all households in the flooded area has not been implemented. If it were practiced in reality, people would know where to run and what to bring if the hydropower reservoir discharges floodwaters causing flooding. In this regard, the operating unit will have to invest and closely coordinate with local authorities to come up with flood discharge plans for the people,” Comrade Luong Thanh Hai affirmed.

Through the lessons learned from the flood discharge of dams and irrigation reservoirs in the past, Mr. Hai said that in the coming time, we should have regular and systematic flood drills for people, especially people in the downstream areas of dams and irrigation reservoirs.
