Director of the Department of Health Bui Dinh Long reported on the implementation of Resolution 56 and Decision 72 regulating prices of medical services.

According to the report of the Department of Health, Resolution No. 56 of the Provincial People's Council and Decision No. 72/2012/QD-UBND, dated October 3, 2012 of the Provincial People's Committee on adjusting the price increase of some medical examination and treatment services have been implemented, creating conditions for medical facilities in the province to have an additional financial source to reinvest in facilities, medical equipment, and serve patients. Many medical facilities have repaired, upgraded, renovated, expanded examination rooms, added examination tables, beds, arranged more waiting chairs for patients, installed air conditioners, electric fans in inpatient rooms; installed internal LAN systems, automatic number taking systems, etc.

Medical facilities invest in medical equipment; improve medical examination procedures; reduce the number of patients having to lie in pairs or in triplets, contributing to improving the quality of service and treatment for patients. Although the Resolution has only been issued for 2 years, the actual implementation has revealed some shortcomings and difficulties in the implementation process. That is, some technical categories do not have unit prices because the process of building unit prices for implementation is based only on techniques deployed in the province, while in the past few years, there have been some new technical services, techniques transferred from the Central level, leading to patients not being able to enjoy them. In addition, the prices of many technical services are not suitable to reality. In particular, the unit prices of medical examination and treatment services regulated by Resolution 56 of the Provincial People's Council and Decision 72 of the Provincial People's Committee have only reached 72% of the maximum price regulated by the Central Government, causing difficulties for medical facilities and patients...

At the meeting, the Culture and Social Affairs Committee of the Provincial People's Council requested the Health sector to clarify the legal and practical bases and bases for the proposed adjustment, amendment and supplementation of the price regulations for a number of medical examination and treatment services before submitting them to the Provincial People's Council for comments in the coming time. At the same time, consider specifying which list needs to be increased and which list needs to be reduced compared to the current Resolution 56 and Decision 72 of the Provincial People's Committee, ensuring compliance with reality and general regulations.
