Balancing the budget for paying cooks at boarding schools

(Baonghean.vn- Voters of Con Cuong district reflect: Kindergartens in the district are implementing a boarding regime for students. However, the "nutrition teacher" does not have regulations on receiving subsidies and allowances, but rather contributions from parents. While Con Cuong is a mountainous district, people's lives are still very difficult, we request the province to support.

Regarding this issue, the Provincial People's Committee responded as follows:

Joint Circular No. 06/2015/TTLT-BGDĐT-BNV dated March 16, 2015 of the Ministry of Education and Training and the Ministry of Home Affairs on the list of job position frameworks and the number of employees working in public preschools stipulates:

- Regarding the number of employees: Including the Principal, Vice Principal, teachers and a maximum of 02 people to perform accounting, clerical, medical and cashier duties;

- Regarding contract labor: Nursery schools, kindergartens, and preschools with boarding organizations are allowed to sign labor contracts to perform cooking tasks as follows: For every 35 nursery children or 50 preschool children, 01 contract worker is signed to be assigned to a cooking position.

Thus, in kindergartens, there are only contract cooks, but there is no concept of "nutritionist". They are not assigned in the quota of employees, so they are not counted when assigning salary budget.

The current cook is contracted by the Principal. However, there are still difficulties and problems:

- The payment of wages to cooks in schools is not unified because it depends on the unit's funding source.

- Regarding funding sources: Some schools have used the school's operating costs from the budget and the tuition fee revenue. The People's Committees of some districts have balanced the funding support (increasing the operating costs to pay); most of the remaining schools have mobilized contributions from parents because the budget allocated to the units is low and not enough to pay.

- The Provincial People's Committee does not assign the quota of cooking staff because it is not included in the regulations on the number of workers, so there is not enough basis to support funding;

- Due to unstable funding sources, the inter-sectoral agencies have not yet provided guidance on contract cooking labor (standards, professional qualifications) and wage payment to ensure uniform implementation throughout the province.

How to handle:

In Notice No. 184/TB-UBND dated March 31, 2016 of the People's Committee of Nghe An province announcing the Conclusion of the Chairman of the People's Committee of the province Nguyen Xuan Duong at the working session with the Department of Education and Training, the People's Committee of the province agreed in principle and assigned the Department of Education and Training to preside over and coordinate with the Department of Home Affairs and the Department of Finance to advise the People's Committee of the province to issue guidelines on the number, salary levels, contract mechanisms and revenue and expenditure for units to arrange and estimate expenses for cooks in ethnic boarding schools, semi-boarding schools and public kindergartens and contract employees according to Decree 68/ND-CP in educational institutions in accordance with current regulations and in accordance with the actual situation of the locality.

The Department of Education and Training is coordinating with the Department of Home Affairs and the Department of Finance to implement the Conclusion of the Provincial People's Committee Chairman.

While there are no regulations from the Provincial People's Committee, it is recommended that the People's Committees of the districts: When allocating annual operating expenses to school units, depending on budget capacity, temporarily balance the budget for paying school cooks according to the number of boarding students, creating conditions for schools to be proactive in contracting, paying salaries and making payments.
