Need to innovate learning Party resolutions

(Baonghean) -According to regulations, whenever the Party Central Committee has an important resolution or directive, Party committees at all levels must organize dissemination for cadres, Party members and people to study; must develop specific programs and plans to convey the content of the document to grassroots Party organizations, especially Party cells and Party members. Party committee secretaries are the ones who directly implement or deploy the implementation of study in their units.

However, in the process of organizing the dissemination and study of directives and resolutions, attention has only been paid to the district level and above. For commune, ward and town levels, especially for grassroots party cells with few party members, this has not received due attention.There are still many shortcomings. Therefore, Party cells and Party members at the grassroots level are very confused and have difficulty in putting the Party's resolutions and directives into practice and resolving the people's problems in organizing implementation.

Normally, a resolution study session is usually organized for 1-2 days (depending on each topic). The study session takes place from 8-11 am in the morning and from 2-5 pm in the afternoon at the meeting hall or the communal cultural house of the commune. Initially, there are many party members attending, most of whom are retired party members. The reporter is the party committee secretary, who takes out documents to read about the reasons for promulgation, the situation, causes, goals, tasks, viewpoints, solutions and how to organize implementation. Each content of the goals, viewpoints, tasks and solutions should be analyzed in depth, but only a few ideas are summarized and party members are required to read carefully in the resolution.

Unfortunately, most of the party members in the cell did not have the resolution document and during the whole session, they could not take notes because the meeting room only had chairs, no desks, making it difficult for anyone who wanted to take notes. The reporters mostly only talked about what was in the document, not pointing out any shortcomings or limitations of the base; in case they cited evidence, they were only very general phrases that had been repeated many times in Party and State documents or speeches and articles by high-ranking leaders. The Party Committee Secretary talked about some of the immediate tasks of the base; in which the Party Committee would discuss in detail the implementation of the resolution at the grassroots level and each cell. Because the reporters were not convincing, the session was crowded at first, but gradually became sparse. And instead of listening, they talked privately.

No one would object to saying that this was the result of implementing the 4th Central Resolution, but many people could not clearly explain how the Party cell had grasped and implemented the 3 contents and 4 groups of solutions stated in the resolution. Although the awareness and understanding of Party members have been raised to a certain level, the communication and implementation of the resolution at the grassroots level still have many shortcomings and need to be improved further, more specifically, practically and effectively.

Studying and following the moral example of Ho Chi Minh, focusing on following the example of Uncle Ho. Directive No. 03-CT/TU of the Politburo on continuing to promote studying and following the moral example of Ho Chi Minh, issued on May 14, 2011, has also been implemented in many places. During a meeting of a Party cell, the secretary raised the issue of studying and following the mass style of Uncle Ho, reading the original text of the guidance document of the Central Propaganda Department (speaking about the mass style) and asking Party members to read the specific guidance document of the Propaganda Department at all levels (printed in the internal information bulletin - a document serving the Party cell's activities). That was the end of studying this topic. The following Party cell meetings did not mention anything about this. According to the instructions, there are 3 more thematic meetings on the above content, but it is not known when they will be discussed further and the way the last Party cell meeting on this topic was done was very sketchy, it cannot be called a learning activity. The directive was issued in May 2011, but it was not until May 2013 (2 years later) that the Party cell had begun to approach a small part of the directive, and it was done very sketchy. What will be the result?

Reflecting the above, we hope that the superiors at the grassroots level periodically inspect the activities of the Party cells by meeting with Party members, attending meetings with the Party cells to see how the Party Committee works and listen to Party members, both to grasp the reality and to have a basis for evaluating the Party Committee and Party cells, especially the key Party cells. If we only listen to the Party Committee Secretary's report, we are afraid that we will not fully grasp the limitations, weaknesses, and even mistakes of the Party Committee, Party cells, and key cadres, because surely no comrade will speak correctly, fully speak of the limitations, weaknesses, and even shortcomings of his or her unit and of himself. For the Resolution to come into life, first of all, each cadre, Party member, and people must grasp and understand it clearly before it can be implemented. To do so, we must organize serious study, have time to absorb, have time to discuss and answer questions, but if we continue to do it perfunctorily and formally as we have done for a long time, it will be difficult for the Resolution to come into life.
