Implementing the policy of supporting cement for rural roads according to Decision 3263/QD-UBND dated August 28, 2012 of the Provincial People's Committee (phase 1 - 2012), 96,534 tons of cement were supported for districts, equivalent to 137,284 million, of which cement purchase cost was 111,046 million VND, transportation cost was 26,277 million VND. Phase 2 - 2013 was 106,694 tons, estimated cost was 172,711 million VND.

Up to this point, the districts have received 50,581 tons of cement support in the second phase, equivalent to 55,236 million VND. In implementing the cement support policy, most districts have closely coordinated with suppliers to sign and implement contracts for the supply and transportation of cement. However, some districts have been slow in preparing the road surface, and some districts have not allocated cement reasonably, allocating it to communes that have not yet implemented or have not yet built the road surface well, and have no need for cement, while communes that have built the road surface well have not yet been allocated cement. In addition, recently, the cement factory of Hoang Mai Cement Joint Stock Company has encountered technical problems, which has affected the progress of cement supply.

At the meeting, delegates also discussed and reached an agreement on the implementation of the third phase of cement support policy - 2014, expected to be 130,000 tons of cement, equivalent to 182 billion VND to build an additional 740 km of rural roads. The important thing to consider is to balance the source to supply enough cement that has been allocated to localities in the second phase that has not been completed, and at the same time supply new cement in the third phase. The allocation of cement support in the third phase needs to prioritize the 14 communes assigned to strive to complete the NTM target in 2014 and localities with capacity and real need for construction, avoiding the situation where there is no supply in places that need it, and provision in places that do not need it.

During the remaining time of the afternoon, members of the Provincial People's Committee and leaders of a number of departments and branches gave their opinions on the approval of the Directive on strengthening the collection of state budget in 2014; the decision on regulations on toxic allowances and in-kind compensation for cadres, civil servants, public employees and workers working in archival work in Nghe An province; and the adjustment of Decision No. 70/2009/QD-UBND dated August 11, 2009 of the Provincial People's Committee on regulations on collection rates for organized extra classes in public and semi-public schools in Nghe An province.
