Improving competitiveness indexes needs to closely follow 3 strategic breakthroughs (institutions, resources and infrastructure), focusing on priority sectors, aiming at world standards; forming in-depth reports on each group and competitiveness index to, on that basis, recommend specific solutions and tasks to the Government and ministries, branches and localities, in order to effectively implement programs and projects to improve national competitiveness.
Deputy Prime Minister Vu Duc Dam suggested: “The immediate stage focuses on improving competitiveness. The Party Central Committee has affirmed three breakthroughs, in which the directly related field is institutional improvement, while human resources and infrastructure - the indicators here of the World Economic Forum are directly related. The WB is mainly related to institutions. I suggest that there must be competitiveness, the issue is how to improve Vietnam's competitiveness globally. This is not a disease of achievement, but an opportunity for development. Our task is to advise the government so that the ranking and points must increase. Some can be increased immediately, some will take 10 years to increase, but the goal is to increase.”
Also at the meeting, Deputy Prime Minister Vu Duc Dam and Council members gave specific opinions on the Project to develop a set of indices and methods for assessing Vietnam's national competitiveness; the Council's operational direction in 2014; reviewed, analyzed, and proposed solutions to improve national competitiveness in 2014./.
