Mr. Nguyen Van Binh and Mrs. Duong Thi Quyen are both veterans in Ngu Loc hamlet, Hung Loc commune, Vinh city. Their family situation is very difficult: Their eldest son, born in 1987, has a nervous disorder and osteomyelitis and is currently bedridden. Their two younger children, one is studying and the other is unemployed. Mr. Binh works as a construction worker but due to poor health, his work is not regular. Mrs. Quyen sells bread in the hamlet every morning, earning little income...

Mr. Binh, former Squad Leader of Battalion 2, Regiment 250, Division 309, Front 479 (Military Region 7), demobilized in October 1981. After more than 5 years in the army, Mr. Binh was awarded many noble titles such as the 3rd Class Glorious Soldier Medal and the "For International Mission" Badge. As for Ms. Quyen, former soldier of Construction Site 189, Sao Vang Military Airport (Thanh Hoa), demobilized in 1983.

Returning to their homeland, the two former soldiers built a family and had three children. All three became ill. The most serious was Nguyen Van Hung, the eldest son. He is currently bedridden. The monthly medical bills are several million dong, while the family's income is too meager.

In a damp and shabby house, Mr. Kien, a neighbor of Mr. Binh's family, confided: "Our neighbors have taken care of the family, but it is not enough. We hope that the authorities at all levels, agencies, units, organizations and individuals with good hearts will help the veteran's family overcome this disaster..."
