Therefore, the Construction sector, with its state management function in this field, has boldly innovated its working methods, creating the most favorable conditions for investors and projects to comply with legal regulations and ensure progress... However, basic design appraisal in our province still has many shortcomings.

Previously, the appraisal of construction documents had to wait a long time, but now through the "one-stop shop" the time has been shortened (reduced by 3 days/1 document compared to regulations) while still ensuring requirements, compliance with investment policies, project implementation progress and State regulations.

Recently, due to the implementation of Resolution 11-CP and Directive 1792-TTg on strengthening investment management from state budget capital and government bond capital, the number of investment projects in the area has decreased. In the first 6 months of 2012, the Construction sector has commented and appraised 34 basic design documents with a total estimated investment of VND9,855 billion, including 23 basic design documents belonging to investor projects and 11 projects with capital from the state budget. Although the number of basic design appraisal dossiers is not large, it takes a lot of time for the authorities and investors, because the Construction industry, in the process of giving opinions and appraising basic design dossiers, found that the capacity of some consulting units and individuals in charge is still limited, leading to the quality of the dossiers not being guaranteed. In some cases, the dossiers must be returned to the investors for supplementation and editing many times to meet the requirements.

Through discussion with an officer of the Department of Construction, it is known that: “In some projects, the Construction sector has participated in giving opinions, but the investor did not agree. In addition, some other contents in the dossier, such as the approval of fire prevention and fighting in the project, sometimes contradict the opinions of the Construction sector... have caused difficulties in the participation and appraisal of basic designs. To handle these issues requires time, affecting the progress of the investor's project".

In the process of giving opinions and appraising basic designs in our province, some problems have arisen. According to current design regulations, there are only specific appraisals for each type of construction, but there are no standards for multi-functional mixed-use constructions (multi-functional constructions such as: Commercial centers; Offices for rent, combined with apartments). In our province, in the past, there have been many investment projects in this multi-functional type, so the Construction industry has been very passive and confused when giving opinions on basic designs. Another problem that has encountered many difficulties in giving opinions and appraising basic designs is that in some important constructions that affect the architecture of the urban center (cultural constructions with a scale of less than 15 billion VND do not have to get opinions on basic designs) when granting design licenses for some low-quality constructions. In some cases, the design is not approved for licensing, the investor suffers losses because he has already implemented the technical design for construction...

An official from the Construction sector said that in order to effectively carry out the work of giving opinions and appraising basic designs, it is necessary to amend the regulations accordingly, especially Decree 12 on the content of appraising basic designs in the direction that architectural works with a capital level of less than 15 billion VND, but located in the urban center and affecting the urban landscape, must seek opinions from the Construction sector on the content such as basic design before approving the technical and economic report on investment in construction of the project. Another necessary thing is that the investor should choose a capable design consultant...
