The reality is that the mandatory helmet regulation has been in place for many years, the city government, all levels, and affiliated sectors have organized many campaigns, the police have increased penalties... but recently, the number of people not wearing helmets or wearing helmets incorrectly when riding motorbikes and scooters has increased; in which, it is estimated that up to 70% of the subjects are teenagers.

On some streets, during rush hour, many young people still take advantage of crowded roads and the inability of the authorities to handle them to avoid wearing helmets; they even drive in a zigzag pattern on the road. The situation of students riding motorbikes without helmets also recurs. Usually in the early morning and evening, helmet violations increase more than at other times of the day. Many people wear helmets that are not up to standard or do not meet quality standards.
According to Lieutenant Colonel Nguyen Thanh Tho - Deputy Head of the Vinh City Traffic Police Team, in addition to the fact that some people are not aware that wearing insurance is to protect their own lives in case of a traffic accident, riding expensive motorbikes without insurance is considered a "fashion" for young people with low awareness but there are no strong measures to handle it, easily creating long-term chain reactions, affecting the propaganda of traffic culture, the implementation of decisions of the Government, the province, and the city on traffic safety. This reality is also one of the reasons why handling traffic violations for young people today becomes difficult.
In addition, although Decree 34/CP of the Government officially took effect from May 2010 with the application of increased penalties for traffic safety violations, including regulations on helmets for children aged 6 and above. However, up to now, the implementation of the above regulations is still loose. Many parents are still indifferent to helmets for children, not properly aware of helmets for children sitting on motorbikes.
Another obvious problem is that the management of MBH quality is being neglected by the authorities. In fact, fake and poor quality MBH are rampant due to the low awareness of traffic participants and the lax management of the authorities. The propaganda and mobilization work on wearing MBH when driving and sitting on motorbikes and motorbikes participating in traffic was initially carried out quite vigorously, but later somewhat calmed down.
Not wearing a helmet when participating in traffic is still a matter of concern. Regarding fake and poor quality helmet products, there has not been any active action by the authorities in strengthening inspection, control and strict handling of the production and trading of fake and poor quality helmets; reviewing and understanding the situation of selling such helmets to promptly have solutions.
