(Baonghean.vn) -Do Luong district made recommendations to the Provincial People's Council's Supervisory Delegation about the inadequacies in the teacher payroll, leading to local surpluses and shortages among education levels.

Reflecting to the Supervisory Delegation, Chairman of the People's Committee of Do Luong District Ngoc Kim Nam said: The current difficulty of the district is that because the staffing has been assigned by the province, the district cannot attract qualified teachers to teach at schools. The district is facing an imbalance of teachers between levels and subjects.

For example, for Ly Nhat Quang Secondary School - where many excellent students are trained and admitted to Phan Boi Chau High School for the Gifted - to serve teaching work, the district wants to attract good math teachers but faces difficulties because it has enough staff, while other subjects have excess teachers.

Discussing the implementation of the self-staffing mechanism in public units in the education sector, Mr. Nguyen Trung Nam - Deputy Head of Finance Department, Do Luong District People's Committee said: The province assigned the total staffing to the district, leading to inadequacies, local surpluses and shortages, a shortage of preschool teachers, while there were surpluses of teachers at the secondary level, which was very difficult for the locality.

On the morning of April 5, the Supervisory Delegation of the Provincial People's Council led by Ms. Thai Thi An Chung - Deputy Head of the Legal Committee of the Provincial People's Council had a working session with the District People's Committee on the implementation of the autonomy mechanism in public service units. Attending were representatives of the Department of Home Affairs, leaders of the People's Council, People's Committee and departments and offices of Do Luong district.

Regarding this content, Mr. Nguyen Tat Tay - Head of the Department of Education of Do Luong district said: The regulations of the Ministry of Education and Training on the ratio of teachers/classrooms are higher than the ratio of job positions assigned by the province. The Ministry assigned 99 teachers to manage, while the province assigned 85 people. Currently, Do Luong district is lacking 110 preschool teachers according to the regulations of the Ministry.

He said that it is difficult for schools in the district to implement the autonomy mechanism because primary schools do not collect tuition fees; the amount of tuition fees for preschools is enough to cover 165 teachers, while the amount of tuition fees for secondary schools is not much, while the school has no right to decide on staffing.

At the meeting, the representative of the Department of Home Affairs also clarified the concerns of the units about the proposal to increase the staff of the Office of Land Use Rights Registration, payment of contract workers of the District Radio and Television Station, the operating model of the District Construction Investment Management Board, the staffing and autonomy roadmap of public service units.

The members of the monitoring delegation requested Do Luong to clarify the fact that the district has no autonomous units to ensure regular expenditures. At the same time, the assigned units need to classify and register to propose the autonomy roadmap of public service units.

Responding to the issues of concern to the Supervisory Delegation, Mr. Ngoc Kim Nam - Chairman of the People's Committee of Do Luong district affirmed: The implementation of the autonomy mechanism for public service units in the district is very difficult. Currently, the District Cultural Information Center is receiving the budget allocation, the expenditure source is large but there is no revenue. The Project Management Board of Construction Investment and the Office of Land Use Rights Registration have unstable revenue sources. The district is having to shoulder the budget to pay for the apparatus of the District Radio and Television Station after the Provincial Radio and Television Station handed it over to the locality.

For schools, the source of income is even more difficult, the infrastructure is seriously degraded, and there is a lack of teaching equipment. In the near future, the district has a policy of socializing a number of kindergartens, creating a breakthrough and reducing the budget. According to the roadmap, in 2018, the district will propose implementing an autonomous mechanism for a number of public service units and units will actively and proactively increase their revenue.

Ms. Thai Thi An Chung - Deputy Head of the Legal Department of the Provincial People's Council acknowledged that Do Luong has paid attention to implementing the autonomy mechanism in public service units. However, to implement the autonomy mechanism more effectively, Ms. Chung suggested that the district should pay attention to directing the implementation of Decree 16 of the Government on implementing the autonomy mechanism in public service units, and strengthen propaganda work to raise awareness of units about implementing Decree 16.

In addition, according to Ms. Chung, in addition to directing units to develop autonomy plans, the district also needs to develop a roadmap for autonomy for units in the 2017-2020 period. At the same time, the district needs to pay attention to urging approval of job positions; have plans to arrange and resolve the number of contract workers who do not comply with regulations in public service units.

Particularly for public service units, it is necessary to promote initiative in implementing the autonomous mechanism.

Do Luong District People's Committee has 12 specialized departments and 93 public service units, including 90 education and training service units and 3 units: Land use rights registration office, Center for Culture - Information and Sports and District Radio and Television Station.
