Regarding some unmet targets, delegate Nguyen Dinh Minh, Vice Chairman of the Provincial Association of War Veterans, said that the responsibility for the national standard school targets not being met was the responsibility of the Provincial People's Committee, including two difficulties: facilities and teacher quality. Therefore, he requested the Provincial People's Committee to soon have solutions to resolve this situation. Delegate Pham Van Tan, Head of the Provincial National Assembly Delegation, said that the Provincial People's Committee needs to objectively and specifically assess and clarify the reasons why the economic production value targets were not met, specifically in the fields of industry, construction, and services, and from there propose practical solutions.

In 2014, the Provincial People's Committee issued more than 1,000 business registration certificates, but the number of enterprises that dissolved or stopped operating and the reasons for this were not clear. In 2014, the province established 3 inspection teams for 74 projects, but only 5 projects (accounting for 6.7% of the inspected projects) were implemented in accordance with regulations, were able to meet the schedule, and 24 projects had to be abandoned. Delegate Pham Van Tan requested that the Provincial People's Committee clarify whether the situation of projects being implemented in violation of regulations and not meeting the schedule was isolated or widespread, and mainly in which areas and at which levels? Among the 20 projects that were abandoned and the 4 projects that are pending, the responsibilities of the implementing agencies and individuals need to be clarified.

Regarding the issue of high tax arrears, delegate Nguyen Dinh Minh, Vice Chairman of the Provincial Veterans Association, said that compared to the previous session, the tax arrears have not decreased, and currently, businesses and units in the province still owe nearly 800 billion VND in taxes. However, the Provincial People's Committee has not clarified the reasons and solutions to overcome this problem. Sharing the same opinion, delegate Ho Sy Hai, Head of the People's Committee of Quynh Luu district, said that the report of the Provincial People's Committee has not clearly stated the plan and roadmap for collecting this insurance arrears in the coming time. It is recommended that there should be a clear report on how much can be collected and what plans, solutions and roadmap are available to convince voters.

Regarding the situation of oversized and overloaded vehicles, delegate Hoang Quoc Hao, Director of the Department of Justice and delegate Ho Sy Hai, Head of the People's Committee of Quynh Luu district, said that the work of inspecting, controlling and handling the situation of oversized and overloaded vehicles in localities is currently facing many difficulties and obstacles. They proposed that the Provincial People's Committee should have a specific document assigning and clearly decentralizing specific responsibilities to each unit and locality for better implementation. Regarding the issue of handing over and returning the rural power grid, delegates said that the progress of implementation in localities is still slow. The reason is that people and electricity cooperatives currently do not keep records, making it difficult to calculate the level of support and refund to people. Therefore, delegates said that the Provincial People's Committee needs to work with relevant units to agree on a solution and can submit to the Ministry of Industry and Trade and the Government a proposal of a specific mechanism to solve this problem.

In addition, the delegates also suggested that the Provincial People's Committee should pay attention to solving the current complicated situation of environmental pollution and clean water sources. It is necessary to pay attention to funding support for the agricultural sector because the current support level is still low, slow implementation, and has not motivated the people; the regime for commune and hamlet officials is not commensurate; cement quality control in the construction of new rural areas is not strict...
Regarding the 2015 targets, delegates agreed that the two targets to strive for in 2015, namely 67 communes meeting the New Rural standards and the poverty reduction rate to 7.5%, are high and need to be researched and re-evaluated to have strong, synchronous solutions and prioritize resources for these two targets./.
