Through investigation, among the 9 contents that Mr. Than denounced, there was one content that the Commune People's Committee collected agricultural tax from the people from 2000 - 2008, which had a basis. Responding to us, Mr. Luong Dinh Nguyen - Chairman of the Tien Ky Commune People's Committee admitted: From 2001 to 2008, the Commune People's Committee collected from farmers in rice, on the production land area of ​​each household, called collecting profits on agricultural land. According to Mr. Nguyen, this collection is a form of fund collection for the hamlets to operate. But the people's accusation that the Commune collected agricultural tax is not wrong, because based on the local production land, the Commune collected from 2 - 6 kg/year for each sao of agricultural land (depending on the type of land). Despite this policy, the Commune could not collect all of it, because many households refused to pay. Since 2009, the Commune People's Committee has stopped collecting this fee, and by 2011, the commune has a policy of collecting 70,000 VND/household/year, the purpose of which is to create a fund for hamlets to operate (this policy has been approved by the Commune People's Council and agreed by all the people). The Commune People's Committee does not manage this amount of money but assigns it to hamlets to spend on activities during the year. Thus, Tien Ky is a commune that is eligible for Program 135/CP, but the Commune People's Committee proposed to collect agricultural tax, when the Party and the State have a policy of exempting agricultural tax, which is against the regulations. The State has a policy of exempting agricultural tax for farmers since 2000.

In addition, Mr. Than's complaint also reflected that some commune officials violated state regulations in many areas. In 2001 - 2002, Tien Ky commune received state support for cement (Anh Son cement) to solidify canals, but because the locality could not carry out the project, there was more than 60 tons of excess cement. The commune lent this amount of cement to some households in hamlets 1, 3, 4, and has not yet recovered it because there is still no project. Mr. Truong Cong Hong, then Chairman of the Commune People's Committee (currently Chairman of the Commune Fatherland Front Committee) admitted that this was the case, the households that borrowed cement all had clear and specific loan documents. When the locality has a project to solidify canals, this amount of cement will be recovered.

Regarding the issue of the state's famine relief rice in 2007-2008, he said that at that time, the commune rented a car to the district People's Committee to receive rice for the people, but on the way back, it rained and some bags of rice got wet, so the commune sold 200 kg of wet rice to Ms. Nhan (who sells in front of the market gate). Regarding the Central Red Cross Society's support for building houses for poor households affected by storms and floods in 2007, people said that some commune officials collected 1 million VND/household (Tien Ky commune had 9 households supported, each household received 19 million VND), this was admitted by Mr. Truong Cong Hong - Chairman of the commune's Fatherland Front Committee. Of which, the commune kept 700,000 VND, and the commune paid the remaining 300,000 VND to the district Red Cross Society. The reason was the cost of making the documents? There are also some contents related to the state's money to support poor households to celebrate Tet, money to receive calves, this has been agreed by the households, then the Commune People's Committee can collect (for households that still owe local contributions). The money collected by the commune from the people to invest in building power lines is correct. In 2001, with the capital of Program 135/CP, Tan Ky district built a 35 KV power line to the commune and built a transformer station, 3.6 km of 0.4 KW low-voltage power line. Thus, the commune still has to invest in building 15 km of 0.4 KW line. To have money to build power lines to households, the commune has a policy to mobilize people to contribute 1.2 million VND per household (to be paid within 3 years). But after 2 years, only 800,000 VND/household was collected, the remaining amount has not been collected to date.

Mr. Nguyen Duy Lien - Chief Inspector of Tan Ky district said: In 2009, the District Inspectorate received a complaint from Mr. Bui Cong Than, hamlet 5, Tien Ky commune, including 9 contents as above. However, after many inspections, the district contacted Mr. Than to work directly, but Mr. Than was not present, so the investigation was difficult. On April 5, 2012, the People's Committee of Tan Ky district held a meeting to review the complaints and denunciations of the people to find a way to resolve them completely. Accordingly, from now until the end of April, the Tan Ky District Inspectorate will do everything possible to investigate the complaints and denunciations of the people, focusing on resolving the complaint of Mr. Bui Cong Than.
