Need to clarify violations in Hung Linh commune
(Baonghean) -According to the petition of Mr. Ngo Ba Nhuong, residing in Hamlet 6, Hung Linh Commune (Hung Nguyen) about the violations of the People's Committee of Hung Linh Commune, Nghe An Newspaper reporters investigated and found that the contents of the petition were well-founded...
First, Mr. Ngo Ba Nhuong reported: In 2008, the cooperative created fake documents declaring the peanut growing area on the soi (local peanut growing land) due to the cold weather to receive support money from the province and district. Accordingly, the commune did not pay the people but still made a list with the names of each household signing. After verification, Mr. Nguyen Van Hung, residing in hamlet 6, was upset: "In 2008, my family did not receive any support, nor did they sign to receive any. How can my handwriting be as beautiful as this!". Ms. Dang Thi Hue, residing in the same hamlet, could not help but be upset: "In the soi land, my family has an area of less than 1 sao, in 2008 there was no support...". Many other households also admitted that they did not receive support money for the peanuts dying in the cold in 2008, however, the People's Committee of Hung Linh commune still made a list of 12/13 hamlets that received money to buy peanut seeds to overcome the spring of 2008.
When asked about this issue, Mr. Ho Quang Thong, Chairman of Hung Linh Agricultural Cooperative explained: “In 2008, the weather was very cold, the province and district had a policy to support the repair. Following that policy, the commune counted 30 ha/60 ha of peanuts damaged to request support from higher levels. Accordingly, the province supported 70% (= 42 million VND), the district 20% (= 12 million VND), the commune 10% (= 6 million VND). However, because the support money was not timely, when the money arrived, the pumping station was damaged, so the people agreed to use this fund to repair the pumping station. However, they still had to sign to receive the money to legalize it. The list was compiled by the hamlet chief, sent down to the commune to compile and send to the district.” When meeting Mr. Ngo Ba Duong, the former hamlet chief at that time, he firmly stated: “I did not compile a list of households with frozen peanut areas and the recovery situation for the 2008 spring crop, nor did I sign the summary report. The signature in the report is not mine. I am Ngo Ba Duong, but it is written as Ngo Xuan Duong.”
To prove that there was a consensus to convert the cold-damaged peanut support money to repair the pumping station, Mr. Thong showed us the minutes of the 2008 Summer-Autumn Productivity Assessment Conference (typewritten document) dated September 1, 2008, which mentioned the conversion of funding to repair the pumping station. According to Mr. Thong, this was a document extracted from the meeting minutes. But when we mentioned that we wanted to see the meeting minutes, Mr. Thong said it was at the Committee Office, but when we went to the Committee Office, Mr. Tran Van Thang - Vice Chairman of the People's Committee of Hung Linh Commune said, "The inspectors are working on it, all the documents are with the cooperative."
Second, in the complaint, Mr. Nhuong stated that in 2007, the commune sold 6 plots of land at the price of 40,000 VND/m2 and collected money by handwritten papers, but until now, it has not completed the procedures to issue certificates to households. Regarding this incident, the couple Nguyen Thi Nhuan and Mr. Le Van Huong in hamlet 9B said: “With the consent of the commune People's Committee, in 2007, my family was able to buy a plot of land in hamlet 9B with an area of 300m2, equivalent to 12,000,000 VND. On October 23, 2007, my family paid the money and Chairman Quang (Nguyen Dinh Quang, now Vice Chairman of the People's Council of Hung Linh commune) signed and stamped the receipt, but until now, my family has not been issued certificates. Therefore, whenever there is a big matter and we want to borrow money, we have to do it because we have nothing to mortgage.” When we asked about this issue, Mr. Nguyen Dinh Quang - Vice Chairman of the People's Council of Hung Linh commune firmly refused: "I am not ready for this yet. I will answer later, please make an appointment for another time."
The land plot in hamlet 9B was "sold" by Hung Linh commune to Ms. Nguyen Thi Nhuan in 2007 but until now has not been granted a certificate.
The third issue, Mr. Nhuong said that in the construction of the new countryside, the People's Committee of Hung Linh commune collected money from the people but did not put it into the budget but gave it to the cooperative to do as it pleased. Regarding this, Mr. Tran Van Thang - Vice Chairman of the People's Committee of Hung Linh commune said, "Whichever side collects this, it is not important!". Meanwhile, Mr. Ho Quang Thong admitted: "The task is the Committee's, not paying it into the budget is wrong. But because paying requires paperwork, when withdrawing, 10% of the tax money is lost... Therefore, the commune discussed it back and forth and gave it to the cooperative."
It is from the assignment to the cooperative, but the lack of close supervision has led to many violations. For example, the acceptance data of hamlet 9A compared to the settlement data differs by 6,000,000 VND (according to the acceptance document, it is only 18,879,000 VND, while the settlement summary table is up to 24,899,000 VND). When the reporter mentioned some issues that people are upset about, such as dredging ditches and building roads, people are only paid 20,000 VND per cubic meter, while hiring an individual in Kim Lien commune to do the work, they are paid 44,000 VND/cubic meter of digging and building; Hiring an excavator to scoop up the soil onto a truck to transport it down to build the road, each 5m3 truck only costs 225,000 VND (including 100,000 VND for transportation, 100,000 VND for scooping the soil onto the truck, 25,000 VND for spreading the soil), while the commune accounts with the people, each truck carrying 5m3 of soil including scooping, transporting, and spreading the soil is paid at 525,000 VND (the difference for each truck is up to 300,000 VND), but the officials in Hung Linh commune evade and refuse to answer.
Through the petition of Mr. Ngo Ba Nhuong and the investigation of the reporter, it is clear that there is ambiguity and negativity in Hung Linh commune. The authorities of Hung Nguyen district need to step in to inspect and clarify the issue soon, to avoid complaints and loss of trust among the people.
