Deputy Prime Minister Vuong Dinh Hue emphasized that it is necessary to clarify and distinguish between salaries and allowances of salary nature for cadres, civil servants and public employees.

On the afternoon of November 27, Deputy Prime Minister Vuong Dinh Hue, Head of the Central Steering Committee for salary reform, social insurance and incentives for people with meritorious services, surveyed salary policies at the Delegation Work Committee, the National Assembly's Committee on Social Affairs and the National Assembly Office.

Wage increases are uneven.

Assessing the current wage policy, the Delegation Working Committee believes that the general minimum wage applied to those receiving salaries from the budget is still too low, not ensuring the minimum living needs of cadres, civil servants and their families.

The salary scale and table system has not been built based on the position or title of each individual cadre and civil servant, but only has common salary scales and tables for all cadres, civil servants and public employees.

Salary payment or salary increase is done equally, mainly based on the seniority and qualifications of the cadres, civil servants and public employees, not on the assigned work or position. The current salary system does not show any difference in the salary payment mechanism for different types of work.

The Delegation Working Group, the Committee on Social Affairs and the Office of the National Assembly proposed that reforming the wage policy should not only be about adjusting the basic wage and regional minimum wage, but also about building a wage policy system that becomes a driving force for public service, labor, production and business activities of enterprises, not equalizing as it is now, with relative compatibility between the state and enterprise sectors.

Regarding the scope of activities of National Assembly deputies, the agencies of the National Assembly also proposed that the Steering Committee study reducing types of regimes and allowances (of a salary nature) to include in the salary, helping to increase the salary of cadres, civil servants and agencies of the National Assembly without affecting the source of salary payment; reducing the number of salary levels which are currently too many.

Salary and income transparency

The Deputy Prime Minister requested that the agencies of the National Assembly continue to analyze and contribute ideas to the Project for the Steering Committee in the coming time.

Specifically, referring to the experience of parliaments in the region and the world to calculate appropriate salary policies for long-time National Assembly deputies, new positions prescribed by law such as Secretary General of the National Assembly, Deputy Secretary General of the National Assembly.

At the same time, calculate the salary correlation of elected bodies at the central and local levels with other specific judicial bodies at the same level.

The Deputy Prime Minister agreed that it is necessary to clarify and distinguish between salaries and allowances of a salary nature and allowances of a preferential subsidy nature to make transparent the salaries and incomes of cadres, civil servants and public employees.

He also said that the Government will continue to implement "increasing revenue and saving expenditure", including analyzing and defining the regular expenditure structure of the state apparatus to create more resources for salary reform in the coming period.
