Thinh village, Coi village and Hop Hung hamlet, Chau Dinh commune (Quy Hop) have 155 households, with 612 people, the people mainly produce agriculture, so life is still difficult, the poverty rate is over 30%. Because the area is separated by the Nam Choong river, to get to the commune center, people here have to go through the spillway. In the dry season, there is nothing to worry about, but whenever there is heavy rain upstream, the water at this spillway rises, sometimes up to a meter, the flow is very fast. According to Mr. Phan Van Hue, a resident of Hop Hung hamlet, located upstream, there are many wide and steep hills, just a large amount of rain falling, the water from upstream can rush back, creating a strong, fast flow, quickly overflowing this spillway. Therefore, in the rainy season, this place is one of the dangerous "black spots", always posing unpredictable dangers.
Mr. Vi Van Thai, head of Thinh village, said: “During the rainy season, the water comes very quickly, only a few hours continuously, it floods up to a meter of water, at that time this area is completely isolated, sometimes the water does not recede for more than a week, students have to stay home from school, the daily life of the people faces many difficulties. Therefore, the desire to have a bridge to reduce the difficulty in traveling is the wish of our people”.

According to local people, the spillway across the Nam Choong River is flooded at least 7-8 times a year, causing traffic jams for days to weeks each time. However, because it is the only road, when in a pinch, many people still have to find a way to cross the spillway, despite the strong water flow. And there have been many cases where motorbikes and people were swept away, but thanks to timely detection, their lives were still saved.
Talking to us, Mr. Nguyen Van Suu, Chairman of Chau Dinh Commune People's Committee said: The province has also surveyed and planned the location of the bridge to replace the road across the spillway for the people of Thinh village, Coi village and Hop Hung hamlet, but it is not known when it will be implemented. Meanwhile, the commune does not have enough funds to build a temporary bridge, so for now, during the rainy season, we can only arrange militia to be on duty to prevent people from crossing, but only during times when the water level rises, and cannot be on duty 24/7 waiting for the water to recede completely.
In reality, the desire for a solid bridge of the local people is completely justified; because it not only solves the need for travel but also contributes to promoting the development of economic, cultural and social life for the local people.
