In early Spring of Quy Ty 2013, we had the opportunity to return to Ngoc Lam commune in the resettlement area of ​​Ban Ve Hydropower Plant. The life of the people in 14 villages with 1,367 households and 5,693 people of Ngoc Lam is gradually integrating into the new homeland and many exemplary party members have appeared taking the lead in economic activities, encouraging people to settle down and make a living in difficult living conditions.

Following the guidance of the Standing Deputy Secretary of the Commune Party Committee, Vi Van Phong, we visited Hien village, where the Party cell was assessed by the Commune Party Committee to have the best quality of activities; the role of the Party cell and Party members towards the village was clearly demonstrated. In a spacious stilt house brought back from the old hometown, Secretary of the Hien village Party cell, Vi Van Thanh happily shared with us the story of gains, losses, and difficulties when living in the new homeland. “Hien village has 119 households, 490 people. The economy and general ideology of the people have been more stable than when they first moved back. However, the land for rice cultivation is seriously lacking, so only 1/3 of the households can only be self-sufficient in food by reclaiming land. This is the most difficult problem of the village”, Secretary Thanh shared. In that situation, the Hien village Party cell with 24 Party members clearly determined the ideology of having to stick with the new homeland, so no Party members sold their houses and returned to the lake area.

Secretary Thanh said: The Party cell orients the ideology of party members so that they become active propagandists, persuading people to stabilize their ideology. From the above convincing arguments and the exemplary leadership of party members, the whole Hien village did not have a situation where people sold their houses and returned to the Ban Ve Hydropower Reservoir in Tuong Duong district.

One of the typical party members is Ms. Luong Thi Lan. Although she is working at the commune health station, she still takes advantage of her time to weave brocade and teach it to young people in Hien village. She confided: “I take advantage of weaving to increase my family’s income and teach the profession to my younger siblings. Dozens of young women have been taught the craft and weave brocade to sell on the market. If production is well organized and a stable outlet is found, this will be a way out of poverty for many households, not only in Hien village but also throughout the resettlement area.”

The story in Hien village clearly shows the role of party members and party cells in stabilizing people's ideology, as well as taking the lead in economic development. However, in many of the 17 party cells, specifically in 14 rural party cells under the commune Party Committee, the role of party members in the community is still weak, and the party cells have not yet found solutions to strengthen their fighting strength to do well in political work and set an example. We visited Ms. Luong Thi Liem - Secretary of the Kim Hong village party cell, a village with many households selling their houses and returning to the reservoir area, including party members. The Kim Hong party cell has 13 party members, but only 10 party members regularly participate in activities, and 3 party members have returned to the reservoir area (2 comrades have sold their houses). According to Ms. Liem, previously the number of party members returning to their old hometowns was up to 6 comrades, but through the mobilization process, only 3 people have returned to their new hometowns. “Both the qualifications of party members and the level of propaganda of party cells are limited, while life is still full of difficulties, so the role of party members has not been fully promoted, and the effectiveness of mass mobilization work is still limited,” said Secretary Liem.

The situation of party members returning to the reservoir area and not being exemplary in mobilizing the people does not only occur in Kim Hong village, because according to statistics of the Ngoc Lam Commune Party Committee, the whole commune has 16 party members who do not participate in activities regularly during the year, in Cha Luan village there are 6 party members, Nhan Mai has 4 party members, Nhan Pa and Kim Hong have 3 party members, Sop Pe has 1 party member. Currently, the Commune Party Committee has compiled a list, classified it specifically and reported to Thanh Chuong District Party Committee to ask for handling directions. Assessing the current reality of party work in the locality, Mr. Phong also admitted that the actual lives of cadres and party members are still facing difficulties. Therefore, there are party cells and party members who are not really confident in contributing. The cause of this situation comes from many difficulties, both objective and subjective, such as not yet being granted land for wet rice production or the awareness, farming practices and living habits of the majority are still not keeping up. “We are determined to make efforts to solve the problem in turn, first of all by raising awareness and ideology for party members. However, the root of the problem is economic development, but the Party Committee and local government are still confused and need support from many levels and many sectors.”

From the above analysis, the problem of improving the fighting capacity of the Party's TCCS in Ngoc Lam is really facing difficulties. The main reason is still the confused economic development, the general psychology of Party members and people is not really secure. To solve the above problem, in addition to the mobilization of the locality itself, Ngoc Lam also needs the attention, investment and support of many levels, many sectors, and economic components in society.
