Need to promote the effectiveness of the broadcasting system

(Baonghean) -In order to disseminate the Party's guidelines and the State's legal policies to the people, in recent years, the work of disseminating and educating the law (PBGDPL) in the province has been focused on and promoted with many rich and diverse forms. In particular, propaganda through the grassroots radio system of communes, wards and towns is one of the forms that is focused on. However, to further promote the effectiveness of this form, it is necessary to pay attention to solving some difficulties.

The role of radio

Like every day, early in the morning, after a music program with songs praising the Party, Uncle Ho, and love for the homeland and country, at exactly 5:30 a.m., people in Linh Son commune (Anh Son) heard the familiar voice of announcer Van Tuan (Commune Radio Station). One morning, after reading the article "Mobilizing people in Tao Son" about how to implement new rural construction in Tao Son commune (Anh Son) published in Nghe An newspaper, announcer Van Tuan continued to propagate about legal documents related to population policy, the Law on Environmental Protection... At 15 minutes to 6:00 a.m., the radio program ended, which was also the time when people called each other to go to the fields.

Meeting us, Ms. Nguyen Thi Tam, Hamlet 7, excitedly said: “For us farmers, the commune radio is a place for people to know the Party's policies and the State's laws and policies for farmers, so that we can follow them. Sharing the same sentiment, Mr. Tran Van Hung, Hamlet 8, said: Farmers do not have the conditions to read books and newspapers, and are busy with seasonal work, so through the commune radio station that broadcasts daily, we have been able to update current news and absorb the policies of the Party and the State. Thanks to the loudspeaker, people have been able to listen to legal stories, raising their vigilance against fraudulent acts such as buying promotional goods, illegal labor export... which some people often fell into before, leading to loss of money and health.”

It is known that although it is a mountainous commune with many difficulties, it has identified the great role of the broadcasting system in propagating policies and laws, so up to now, 14/14 hamlets in the commune have loudspeaker clusters.

Not only Linh Son commune (Anh Son), from determining the effectiveness of grassroots radio in propagating the law, Thu Thuy ward (Cua Lo town) has also invested in a synchronous loudspeaker system for 6/6 blocks. Ms. Le Thi Thuy Van, a Justice officer of Thu Thuy ward, said: Compared to other forms of law dissemination, grassroots radio is one of the fastest ways to bring legal documents to the people. From collecting people's opinions on amending the 1992 Constitution to praising and commending individuals and groups in economic development and enrichment. Through this, consensus has been created among the people from ideology, awareness to action, thereby successfully implementing the socio-economic development goals in the locality.

Talking to us, Ms. Tran Thi Thuy - Head of the Department of Legal Education and Dissemination (Department of Justice) said: For the work of disseminating and popularizing the law, the grassroots radio system is considered an effective tool, playing an important role as a bridge to promptly bring information and legal documents to the people. Through a survey of the effectiveness of forms of legal education and dissemination, grassroots radio accounts for 70%.

Difficulties need to be resolved soon

According to the Department of Information and Communications, currently, in the whole province, there are 445/480 communes, wards and towns with radio stations (accounting for 92.7%). However, of these, up to 150 stations are completely damaged, 200 stations are degraded and operate unstable. In addition, the staff doing this work are mainly part-time, with low allowances... are difficulties affecting the work of grassroots radio broadcasting.

Mr. Nguyen Van Tuan, a police officer and announcer at Linh Son Commune Radio Station (Anh Son) said: Being a mountainous commune, the population is scattered, and thunderstorms often occur during the rainy season, so it is not only difficult for radio workers, but also difficult for broadcasting programs. Meanwhile, with a monthly allowance for part-time work like mine, I only receive 315,000 VND. Mr. Vo Van Hai, Head of the Department of Culture of Thanh Chuong District, also said: With the current allowance level being too low, it is very difficult to promote the working efficiency of grassroots radio station staff. Not to mention, most of the staff doing this work are part-time, the training is not systematic, in Thanh Chuong district, up to 8/40 radio stations are broken... so it has a significant impact on propaganda work.

Talking to us, Mr. Duong Huu Dung - Deputy Director of the Department of Justice said: In order for the grassroots radio system to truly be a propaganda tool, a bridge to bring the Party's guidelines and policies, the State's legal policies to the people at the grassroots level, it is very necessary for the attention of Party committees and authorities at all levels to create conditions in terms of funding and time for Justice officers and Cultural officers to coordinate and develop a practical propaganda plan, suitable to the actual situation of the locality, in which it is necessary to determine the time of propaganda at a time suitable to the living habits and production of local people.

Along with that, it is necessary to pay attention to allocating funds to renovate and upgrade the system of stations and grassroots loudspeakers; have appropriate support policies for the broadcasting team, only then can this team truly become the "centipede" to bring legal information to all people, especially in mountainous, remote and isolated areas.

According to Decision No. 10/2008/QD-UBND dated January 18, 2008 of the Provincial People's Committee on promulgating the regulations on organization and operation of grassroots radio stations in the province, the commune budget spends on the regular activities of the station at the lowest level: 250,000 VND/station/month; The allowance for the staff in charge of the station is 203,000 VND/person/month; In case the staff of the station has other concurrent activities, the allowance level is 50% of the allowance level of the concurrent position.
