Currently, Ky Son has 19/21 communes/towns with cultural houses and meeting halls. Of these, only 7 communes have cultural houses that meet national standards (including Na Ngoi, Na Loi, My Ly, Chieu Luu, Huu Lap, Muong Ai), the remaining 14 communes/towns (accounting for 66.6%), do not have cultural houses or have them but do not fully meet the criteria of the Ministry of Culture, Sports and Tourism. It is worth mentioning that even Muong Xen Town, the center of the district, still does not have a cultural house. At the village level, currently the whole district has only 68/189 villages (accounting for 36%) with cultural houses, of which 2 cultural houses meet the Ministry's criteria, the rest meet the province's criteria. The number of communes with soccer fields is currently only 3/21 (accounting for 14.2%), and 2 communes do not have volleyball courts. The number of villages without sports grounds is still at 46/189 (accounting for 24.3%).



People of Hat Ta Ven village, Keng Du commune (Ky Son) received the title of Cultural Village.

Besides, the professional qualifications of the cultural staff at the commune level are not up to standard, affecting the consulting work and the process of bringing information to the grassroots level.

The above figures demonstrate that the implementation results of the Project "Building synchronous institutions - Culture - Information - Sports" in Ky Son still have many limitations. Mr. Moong Thai Nhi - Head of the District Culture - Information Department said that, besides the difficulties in land planning, the budget for investment in building grassroots cultural - sports institutions is still limited. People's lives still face many difficulties, so mobilizing resources for social work to build a system of cultural - sports institutions can be said to be almost impossible. Moreover, the implementation has not received due attention from local authorities. Therefore, some cultural houses and stadiums have just been completed but have been damaged and degraded, such as the stadiums in Huoi Tu and Muong Long communes. Most of the projects are not effective because of lack of synchronization, building cultural houses but lacking tables, chairs, speakers, sports fields and campuses... Besides, the direction and implementation of the project from district to grassroots levels is not synchronous, the issuance of guiding and directing documents has only stopped at provincial and central documents.

According to Mr. Moong Thai Nhi, in order to effectively implement the Project "Building synchronous institutions - Culture - Information - Sports" in Ky Son, it is necessary to attach importance to propaganda work to cadres, party members and people about the importance of the project. Capital sources to build works to serve the needs of improving cultural enjoyment need to be concerned with in conjunction with local socio-economic development projects. What is indispensable is the focus on leadership and direction of project implementation at the district and grassroots levels.
