(Baonghean)Given its characteristics as the most disadvantaged mountainous district in the province, the implementation of the "Building a Synchronized Cultural, Information, and Sports Infrastructure" project in Ky Son still faces many limitations and requires consistent and effective guidance and investment from all levels of government and relevant departments.

Currently, Ky Son district has cultural centers/assembly halls in 19 out of 21 communes/towns. Of these, only 7 communes have cultural centers that meet national standards (Na Ngoi, Na Loi, My Ly, Chieu Luu, Huu Lap, and Muong Ai), while the remaining 14 communes/towns (66.6%) either lack cultural centers or have them but do not fully meet the criteria of the Ministry of Culture, Sports and Tourism. Notably, even Muong Xen town, the district's center, still lacks a cultural center. At the village level, only 68 out of 189 villages (36%) in the entire district have cultural centers, with 2 meeting the Ministry's criteria and the rest meeting the provincial criteria. The number of communes with football fields is also only 3 out of 21 (14.2%), while 2 communes do not have volleyball courts. The number of villages without sports fields remains at 46 out of 189 (24.3%).

In addition, the professional qualifications of cultural officials at the commune level are insufficient, affecting their ability to advise on and implement the process of disseminating information to the grassroots.

The figures mentioned above demonstrate that the implementation of the "Building a Synchronized Cultural, Information, and Sports System" project in Ky Son still faces many limitations. Mr. Moong Thai Nhi, Head of the District's Culture and Information Department, stated that, in addition to difficulties in land planning, the budget allocated for the construction of grassroots cultural and sports facilities is limited. The people's lives are still difficult, making it almost impossible to mobilize resources for socialized construction of cultural and sports facilities. Furthermore, the implementation has not received adequate attention from local authorities. As a result, some cultural centers and stadiums, such as those in Huoi Tu and Muong Long communes, have been damaged and deteriorated shortly after completion. Most projects have not been effective due to a lack of coordination; cultural centers have been built but lack tables, chairs, sound systems, sports fields, and green spaces. In addition, the direction and implementation of the project from the district level to the grassroots have not been coordinated, and the issuance of guiding and directing documents has only reached the provincial and central levels.

According to Mr. Moong Thai Nhi, to effectively implement the "Building a Synchronized Cultural, Information, and Sports Institution" project in Ky Son, it is necessary to prioritize the dissemination of information to officials, Party members, and the people about the importance of the project. Funding for the construction of facilities to improve cultural enjoyment needs to be carefully considered and linked to local socio-economic development projects. Crucially, leadership and guidance in implementing the project at the district and grassroots levels are essential.
