Ministries and local branches need to focus on assessing the implementation of the law on emulation and commendation, clarifying difficulties and obstacles, thereby proposing contents that need to be amended and supplemented, focusing on building regulations on commendation in line with the country's innovation; creating motivation for direct emulation and commendation at all levels and grassroots levels. Focus on researching and proposing amendments to commendation standards, focusing on creating conditions for civil servants, public employees and direct workers with achievements to be honored to be rewarded appropriately; especially in special areas.

Ministries, sectors and localities need to have plans to launch emulation movements right from the beginning of 2017, closely following key and urgent political tasks, with specific and clear criteria, striving to achieve victories exceeding the set targets. Launching emulation movements needs to be practical and effective, ensuring democracy in voting for emulation titles and forms of rewards.

For emulation movements launched by the Prime Minister and the Central Emulation and Reward Council, ministries and local branches need to develop specific plans to organize implementation in accordance with their functions, tasks and practices, creating high consensus and mobilizing the participation of the entire political system in effectively implementing emulation movements.

Focusing on directing to create a clear change in improving the quality of commendation work, ministries, branches and localities implementing commendation programs must comply with legal regulations on subjects, forms and criteria of commendation; consider individuals and groups that are truly outstanding for commendation./.
