At the conference, delegates highly agreed with the provisions in the draft Law on International Treaties. Delegates said that the draft Law on International Treaties (amended) must create a legal framework that is both strict and flexible, meeting the needs of signing and implementing international treaties in accordance with the interests of the country.
Some opinions suggest that it is necessary to clarify the relationship between international treaties, the Constitution and the legal system. In addition, the law needs to specify the positions, ranks, proposed persons, authorized international negotiations, signing, and ratification authority for various types of international treaties...
In addition, the draft Law needs to add a name because the current name, the Law on International Treaties, does not cover all the contents of the Law. In addition, the language of the signed documents must be Vietnamese because this is the Law of Vietnam. If during the negotiation process there is content that affects the people, it is necessary to add a referendum and there must be clear regulations on the responsibility for widely informing the people when signing international treaties.
The draft Law on International Treaties (amended) consists of 9 chapters with 90 articles, 17 articles less than the 107 articles of the 2005 Law on Signing, Accession to and Implementation of International Treaties. The Law stipulates the signing, reservation, deposit, publication, registration, etc. of international treaties.
At the end of the conference, comrade Pham Van Tan thanked the delegates for their contributions and the National Assembly delegation will synthesize them to submit to the National Assembly Standing Committee at the next session.
