Need to plan a synchronous traffic system

. Some intersections and junctions are obstructed from view, making it extremely difficult to clear and widen the road. The traffic light system has been invested in over time with equipment that is not synchronized and often broken. At many intersections and crossroads, traffic density has increased rapidly during urban development, but traffic control light systems have not been installed in a timely manner. The system of road signs and landmarks has not received investment attention, causing difficulties for people and vehicles participating in traffic, especially for tourists. The planning, construction, and arrangement of parking lots and stops for cars and motorbikes have been in place for many years, but implementation has been slow.
Along with that, the management of licensing and construction of electricity systems and postal optical cables is still messy, arbitrary, and loses the urban beauty. The drainage system is not guaranteed, causing flooding. Some people have low awareness in protecting traffic works and using roads and sidewalks improperly, affecting the quality, efficiency of use, traffic safety and order, and urban beauty in the city.
To overcome the above limitations, plan a synchronous traffic system, and implement measures to ensure traffic safety and urban order, Vinh City assigned Vinh Urban Infrastructure Management and Development Joint Stock Company (INFRAVI) to develop a plan: using the sidewalk and roadside area for the purpose of stopping and parking cars (under 9 seats) and motorbikes; opening turns at intersections; installing road and place name signs; lane and traffic separation signs in Vinh City, period 2012-2013.
Bringing into operation the construction, management and exploitation of urban roads to bring about unity and synchronization in the construction, management and exploitation of the urban traffic system, thereby improving the efficiency of investment, exploitation, proper use and enhancing the urban beauty of Vinh City. Currently, the plan has been submitted to the Vinh City People's Committee, is in the process of being approved by departments, branches and submitted to the Provincial People's Committee for approval and decision, and is expected to be implemented in August-December 2012.
