Need to review the activities of cooperatives in the province

Attending the meeting were Vice Chairmen of the Provincial People's Council: Cao Thi Hien - Member of the Provincial Party Committee and Hoang Viet Duong - Member of the Provincial Party Committee.

Also attending were members of the Provincial Party Committee: Le Xuan Dai - Permanent Vice Chairman of the Provincial People's Committee; Ho Phuc Hop - Head of the Provincial Party Committee's Propaganda Department, Head of the Provincial People's Council's Culture and Society Department; Phan Duc Dong - Head of the Provincial People's Council's Internal Affairs Department, Head of the Provincial People's Council's Legal Department; Le Hong Vinh - Chairman of the Provincial Party Committee's Inspection Committee, Head of the Provincial People's Council's Economic and Budgetary Department.

Through monitoring the effectiveness of cooperative operations in a number of localities and working with a number of provincial departments and branches recently, at the meeting, many delegates raised many shortcomings and limitations.

Vice Chairwoman of the Provincial People's Council Cao Thi Hien said that the "midwife" role of the cooperative is not clear, only stopping at some service stages serving internal members of the cooperative.

In addition, the assessment and management of public assets after the conversion of cooperatives, including pumping stations, canal systems, warehouses, factories, etc., have not clearly affected the maintenance and promotion of the value of the works.

Referring to another perspective, Head of the Legal Committee of the Provincial People's Council Phan Duc Dong said that the issue that needs attention now is internal credit activities in cooperatives; because here there are both capital mobilization and lending activities, like a credit institution, but there is no organization, agency or unit to manage, the risk is very high.

Pointing out the low performance of many cooperatives, Vice Chairman of the People's Council Hoang Viet Duong recommended that the Provincial People's Committee review the current cooperative development targets to ensure substance and avoid formality.

Concluding this content, besides affirming the important role of cooperative economy in the economy, Chairman of the Provincial People's Council Nguyen Xuan Son also pointed out a number of difficulties and obstacles in the current operation of cooperatives and requested the Provincial People's Committee and departments and branches to jointly find solutions to remove them.

The Chairman of the Provincial People's Council emphasized that the most important issues are the operational efficiency of cooperatives and the income of members, the management of internal credit activities, the mechanism for managing public assets; having criteria to evaluate and classify the operational efficiency of cooperatives... The Chairman of the Provincial People's Council also requested the Provincial People's Committee to review the management of cooperative activities, ensuring unity, synchronization and specifying which sector is primarily responsible.

The Chairman of the Provincial People's Council also raised a number of issues for the Standing Committee of the Provincial People's Council and the Provincial People's Committee to continue studying and considering whether to propose the Provincial People's Council to issue policies to support the development of cooperatives or not?

4 existing groups and difficulties affecting the economic development of cooperatives in the province:

- That is, although there is a Law on Cooperatives with a system of documents and policies to support cooperatives, some regulations do not have specific instructions, detailed regulations and there is no capital for implementation.

- Local Party committees and authorities have only focused on converting cooperatives according to the law to ensure progress and at the same time to complete the NTM criteria, but have not focused on leading and directing the removal of difficulties and obstacles for cooperatives to develop after conversion.

- The cooperative is small in scale, has little capital, and outdated equipment; the management capacity and qualifications of the cooperative staff are weak, so the development of strategies and production orientation of the cooperative is not systematic and effective...

- State management of cooperatives is still inadequate and inconsistent, from the central to provincial levels.
