The petition of Mr. Dinh Van Thuy, a small trader in Van Trung block, Hung Dung ward, sent to Nghe An Newspaper reflects: In 1999, my wife contributed capital to invest in renting a kiosk at Hung Dung market. After that, I rented another kiosk to do business together. For more than 10 years, the family has fulfilled all financial obligations and paid taxes in full. However, recently, when Hung Dung market was reorganized, my wife and I were only given 1 kiosk. If considering the standards, I think I am completely qualified, because I am a person with a registered residence in Hung Dung, have been doing business for many years, and my family's circumstances are very difficult.
Meanwhile, there are many cases where new businesses are still allowed to enter, such as kiosks 20, 95, 126, 127, 128. In addition, there are cases where people pay for one space but are actually assigned other spaces. That is contrary to the commitment that the Ward Chairman and the Hung Dung Market Management Board announced to all the people and businesses: those who have invested initially will stay in the same position, priority will be given to Hung Dung's children, to those who have been there for a long time...
According to our research, we know that the Hung Dung market upgrading and renovation project has a total investment of 4 billion VND, including 2 areas, Pavilion 1 and Pavilion 2, in which a part of the capital is contributed by the business households in the market with the main purpose of rearranging the entire market pavilion area, especially the vegetable, fish and meat selling areas (Pavilion 1). Before implementing the upgrade, Hung Dung Ward People's Committee assigned the Market Management Board to survey the business households. To avoid confusion, Hung Dung Ward put forward the viewpoint: The entire Pavilion 1 area will be reserved for those who have been trading in the market for a long time, not allowing outside business households to enter. At the same time, the sales areas will also be divided and re-measured, the amount of contribution will be based on the area allocated to the business households. The review council, in addition to the leaders of the committee, heads of organizations, ward officials, also extends to the People's Council delegates, and representatives of residential blocks.

According to the above regulations, Mr. Dinh Van Thuy's family was granted a kiosk at position 15 by the People's Committee of Hung Dung Ward, which is the same as his family's previous location. Because Mr. Thuy's family had a wish and the People's Committee of Hung Dung Ward considered that his family had been in business for many years, had difficult circumstances and had been in the army, the People's Committee of Hung Dung Ward gave priority to arranging another kiosk for his family. However, when allocating the kiosk, Mr. Thuy's family did not agree because the two kiosks were not next to each other.
To resolve the above petition, Hung Dung Ward People's Committee invited Mr. Thuy's family and Mrs. Ha's family (whose booth number 16 is next to Mr. Thuy's family's booth) to negotiate and change positions. Accordingly, if Mr. Thuy's family agrees, the couple's booth will be moved to positions 16 and 17. And booth number 15 will be transferred to Mrs. Ha's family. However, Mr. Thuy's family did not agree on the grounds that booth number 15 is in a more convenient location for business and insisted on moving Mrs. Ha's booth to another location. After three rounds of negotiation but without a resolution, Mr. Nguyen Ngoc Khanh - Vice Chairman of Hung Dung Ward People's Committee said: The ward was in force majeure and Mr. Thuy's family's petition had no basis for resolution.
Regarding other recommendations, such as the fact that some households in kiosks 20, 95, 126, 127, 128 are not qualified households but are still allowed to buy. In fact, some cases are correct, such as kiosk 128, according to the posted list, belongs to Mr. Thanh's household and kiosks 126, 127 belong to Mr. and Mrs. Chien Ngo's family, but these two households have not previously done business in the market. Regarding this, Mr. Nguyen Ngoc Khanh admitted: “After receiving the people's petition, we checked and reviewed and found that these two cases did not meet the standards. Therefore, in the last listing (the 4th time), we resolutely eliminated the above two cases. The remaining cases were false complaints. Regarding the case of paying money for one booth but actually staying at another booth, Mr. Khanh said that it was because the households agreed and exchanged each other to match the direction and age, the family members asked to sell near each other, the ward did not intervene.”
We directly investigated some business households and were informed by them: the current booth number 20 was assigned by the People's Committee of Hung Dung Ward to Ms. Hai, who used to do business at the market, but after a while she retired to do business at home and now she has returned. The same is true for Ms. Nhung's booth number 95.
Thus, it is true that Hung Dung Ward People's Committee made some mistakes in handing over kiosks to business households and the ward quickly realized the mistakes to handle them. However, through this incident, Hung Dung Ward People's Committee also needs to learn from experience when arranging households at kiosks No. 126, 127, 128 who are not qualified, contrary to the initial commitment, causing bad public opinion among business households. As for Mr. Dinh Van Thuy's family, it is also necessary to see that Hung Dung Ward People's Committee has goodwill in resolving his needs. Hung Dung Ward People's Committee cannot resolve his needs properly because it is beyond the ward's capacity. Therefore, Mr. Thuy should not continue to make unreasonable requests and write complaints to make things difficult for the local government.
