(Baonghean) - On June 23, 2014, at the Provincial People's Committee Office, the Standing Committee of the National Target Program on New Rural Construction held a meeting chaired by Mr. Dinh Viet Hong - Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Program Steering Committee.

On June 30, 2014, the Provincial People's Committee issued Official Dispatch No. 318/TB-UBND announcing the conclusion of Comrade Dinh Viet Hong at the meeting. Specifically as follows:

1. In the first 6 months of 2014, many localities have launched a campaign to accelerate the implementation of the New Rural Development Program, with very clear changes, especially 14 communes registered to reach the finish line in 2014 and mobilized the entire political system from the province to the grassroots level to participate, receiving enthusiastic response from the people. Propaganda and training work has been focused on and promoted effectively, with changes in awareness and professional knowledge, and many methods and ways of organizing the implementation of the Program focusing on areas and points.

The signing of the emulation commitment of 14 communes registered to finish in 2014 has created a driving force to promote the implementation of the program. Up to now, 7 communes have met the NTM standards and are currently organizing self-assessment to submit for appraisal and recognition of meeting the NTM standards according to regulations.

However, in addition to the achieved results, the implementation of the Program in the past time still has some limitations, namely: The implementation progress is generally slow compared to the target, especially in communes finishing in 2015; the attention and direction of Party committees and authorities in some places is not regular and close; the work of summarizing and replicating production models is still limited; the work of building rural roads in the third phase according to the cement support policy is still slow compared to the requirements; the members of the Steering Committee have not yet inspected to grasp the situation, helping localities to remove obstacles at the grassroots level.

2. On some contents that need to be focused on in the coming time.

2.1. Strengthen propaganda and mobilization work in many forms to contribute to creating a widespread emulation movement, especially for the 14 communes registered to reach the finish line in 2014.

2.2. Focusing on local direction, it is necessary to combine priority direction with promoting large-scale implementation to ensure an increase in the number of communes meeting NTM standards every year, while increasing the number of criteria for communes meeting standards by 2015.

2.3. Accelerate the completion of missing criteria in communes striving to reach the finish line in 2014; promptly organize the assessment of communes that have achieved 19/19 NTM criteria to submit to the Chairman of the Provincial People's Committee for recognition of qualified communes. Request members of the Provincial Steering Committee to regularly inspect, urge, and closely monitor the grassroots according to the assigned areas to guide, direct, and work with the grassroots to remove obstacles and difficulties, speed up the implementation progress of the Program, especially communes registered to reach the finish line in 2014.

2.4. Focus on building rural roads in phase III according to the province's cement support policy. Assign the Department of Finance to preside over and coordinate with the Department of Agriculture and Rural Development and the Department of Transport to completely resolve the cement supply phase II in 2013, speeding up the progress of cement supply phase III.

2.5. The Department of Agriculture and Rural Development directs districts to implement production development models to increase income for farmers.

2.6. Proactively arrange and integrate resources, mobilize resources, and diversify resources for new rural construction to create conditions for localities to complete the missing criteria.

2.7. Members of the Provincial Steering Committee and People's Committees of districts, cities and towns must strictly and promptly implement the information reporting regime as prescribed.
