Recently, the Ministry of Education and Training has presided over and coordinated with localities to conduct inspections of training activities with foreign elements in Vietnam.
Through inspections, the Ministry of Education and Training discovered that a number of training institutions with foreign elements were only licensed to provide elementary vocational training (granting certificates, without cumulative value for granting diplomas) but had conducted training and joint training with foreign training institutions at college, university and postgraduate levels.
The Chief Inspector of the Ministry of Education and Training has issued a Decision to impose administrative sanctions on violating units, requiring them to stop advertising, recruiting and training illegal joint programs in Vietnam, return funds to learners and resolve consequences (if any).
At the same time, the Ministry of Education and Training has reviewed and organized inspections of the implementation of decisions on administrative sanctions for violations in the field of education for a number of training institutions with foreign elements.
Through inspection, the Ministry of Education and Training has requested local People's Committees to revoke the operating licenses of a number of establishments that do not comply with the Decision on administrative sanctions in the field of education, and deliberately continue to advise, enroll and train in joint programs that have been suspended.
The management agency has decided to revoke the Certificate of Registration for Vocational Training Activities of establishments that repeatedly violated the provisions of the law on training and training cooperation such as Melior Vietnam Limited Liability Company, Vietnam Research and Education Company Limited (ERC), Singapore Information Technology and Business Management Training Company Limited (SIBME).
Previously, Raffles Vietnam International Vocational Training Company Limited was also suspended and its Certificate of Registration for Vocational Training Activities was revoked.

Only higher education institutions are allowed to train and cooperate with foreign countries at college, university and postgraduate levels. Joint training programs with foreign countries at college, university and postgraduate levels must be licensed by the Ministry of Education and Training or by universities (Hanoi National University, Ho Chi Minh City National University, Thai Nguyen University, Hue University and Da Nang University) to their member schools.
