This is the result of the proposal of Nghe An Provincial People's Committee on August 12, 2013 after reviewing the production and business efficiency of these two companies in Tan Ky land, aiming to better exploit the potential of land, capital, assets of the state and workers.

Song Con Farm (the predecessor of Song Con Agricultural Company Limited) is a pioneer in reclaiming and restoring land, conquering wild forests and poisonous waters, and developing fertile hills and alluvial lands. There are currently more than 1,000 hectares of rubber, 380 hectares of sugarcane, in addition to oranges, corn, rice, and forest gardens. Since the introduction of rubber trees, the lives of workers and laborers of Song Con Agricultural Company Limited (hereinafter referred to as Song Con Agricultural Company) have improved and gradually stabilized. However, that effect is not sustainable because many families do not have rubber.

The assessment of Nghe An Provincial People's Committee in Submission No. 5584/ Ttr- Provincial People's Committee dated August 12, 2013 submitted to the Prime Minister clearly stated: "Song Con Agricultural One Member Co., Ltd. is a 100% state-owned enterprise, formerly known as Song Con Farm, under the Department of Agriculture and Rural Development of Nghe An province. Currently, the company is assigned to manage and use a total natural area of ​​2,021 hectares of land with a structure of 4 main crops: rubber, sugarcane, corn, and rice. The production scale is small and fragmented, machinery and equipment are outdated, technical facilities are not synchronized, capital is low, and there is no ability to invest in technological innovation to develop production and business, and expand the market. The efficiency is not commensurate with the existing potential and advantages".

Meanwhile, Song Con Sugarcane Joint Stock Company has total assets of 375 billion VND, a total of 387 employees, more than 8,600 households growing sugarcane for the company, the demand for sugarcane raw materials for production is from 550,000 to 600,000 tons of sugarcane/day and is in the process of implementing a project to increase the factory capacity to 5,000 tons of sugarcane/day. The purpose of converting Song Con Agricultural Company into a 2-member LLC with capital contribution from Song Con Sugarcane Joint Stock Company will help effectively use the existing land area of ​​Song Con Agricultural Company, apply scientific and technical advances into production, link food processing with cultivation, stabilize the raw material production area for the sugar food processing industry. At the same time, promote the strengths of Song Con Sugarcane Joint Stock Company in terms of financial capacity, technology and domestic and foreign markets...

The reason for the conversion was quite clear, but the leaders and employees of Song Con Agricultural Company did not agree, sending a petition to many levels, requesting to keep the company intact or gradually equitize it.

Mr. Ho Sy Nguyen - Chairman of Tan Phu Commune People's Committee - one of the two communes that administratively manage Song Con Agricultural Company said: "The government agrees on the conversion policy, however, the company and local workers do not agree on the implementation process. Currently, Song Con Agricultural Company's assets are not only state land but also billions of dong from more than 1,000 hectares of rubber in the area invested by local people, so it is necessary to let local workers have a voice to participate. Tan Ky District Party Committee has issued a document requesting Tan Phu Commune Party Committee, Tan Long Commune Party Committee, and Song Con Agricultural Company Party Committee to coordinate in mobilizing local people to implement the conversion according to the policy of the Prime Minister and the Provincial People's Committee. However, the commune does not know how to implement the conversion plan to propagate and mobilize the people."

The Party Secretary of Tan Long Commune - Mr. Luu Quang Dung said: "The workers in the area have not agreed with the conversion policy because they have not known or discussed their benefits after the conversion. People are wondering what the plan will be after the conversion, currently one hectare of rubber transferred on the market is also worth 150 million - 200 million VND. Therefore, the commune has proposed to the superiors to hold a meeting of the company's employees to clearly explain the policy, Enterprise Law, and regulations, helping the workers understand and reach consensus.

Through this, the commune also proposed: Song Con Sugar Company should only contribute capital on the area of ​​sugarcane rotation, not on the people's orchards and forests." The Party Secretary of Tan Long commune also added: "In Tan Long alone, last year we heard that TH Company took it, the year before that they reserved the land for the Tan Ky cement factory project but then it was not implemented, so the people cannot do business in peace."

Going into the rubber and orange gardens of workers and contractors of Song Con Agricultural Company, we can see that rubber is indeed effective. On the hills of Tan Thang - Tan Long hamlet, rubber trees are abundant, and the roads invested by the people are convenient for travel. Mr. Bach Van Hai's family received 1 hectare of rubber land from Song Con Agricultural Company, three generations of workers for the company, and now their life is stable, with a monthly income of 7 million VND from rubber, and when the latex increases, it is 15 million VND/month.

Leading me into his rubber garden, Mr. Nguyen Van Khuong - a worker at Song Con Agricultural Company said: His family has planted 720 rubber trees since 1996 on a total area of ​​1.3 hectares, storm No. 10 (2010) broke down only 380 trees, but from these 380 trees, his family's monthly income is 7 million VND, enough to raise his children to study. The garden can be exploited for another 20 years, he does not want to cut it down to plant sugarcane according to the conversion policy he heard about.

According to the petition of the Team Leader of the Thai Yen Production Team of Song Con Agricultural One Member Co., Ltd.: “Capital and assets on the land such as orchards, forests, auxiliary works, equipment for production and aquaculture belong to the households with land use contracts, no one has the right to dispose of those assets without the consent of the owner (contracting household). Therefore, the households do not accept the contribution of capital assets on the land to carry out the above conversion”.

Rubber is like that, but places that grow corn (more than 400 hectares), rice (more than 200 hectares), cassava... are not very effective. Song Con Agricultural Company currently has 380 hectares of sugarcane in Tan Phu, Tan Long, sugarcane productivity here is 64 tons/ha (in 2012), due to fluctuations in the sugarcane market in recent years, the sugarcane area of ​​Song Con Agricultural Company is limited, people do not pay attention to care, productivity tends to decrease. In 2013, some sugarcane areas were flooded and combined with the information of business conversion, many people are reluctant to harvest sugarcane. In general, for crops such as sugarcane, corn, peanuts, cassava... workers have not invested scientifically so the efficiency is not high.

Mr. Le Dinh Hoan - Director of Song Con Sugarcane Joint Stock Company, said: The conversion of Song Con Agricultural Company into Song Con Agricultural and Industrial Joint Stock Company with capital contribution from Song Con Sugarcane Joint Stock Company is appropriate. The reason is that Song Con Sugarcane Company is expanding the sugarcane area to 5,000 hectares, moving towards 10,000 hectares of sugarcane according to the province's planning and aiming to establish a sugarcane seed production center for the entire province. This does not mean that Song Con Agricultural and Industrial Joint Stock Company will convert the land area of ​​Song Con Agricultural Company to grow sugarcane, but the company will respect people's opinions on the effectiveness of crops, whichever crop is most effective, people will grow.

On November 16, 2013, working with Tan Ky District Party Committee on the above issue, Mr. Nguyen Duy Thuy - Secretary of Tan Ky District Party Committee said: “In my opinion, the conversion to the new model is correct to introduce science and technology, increase production efficiency, but it needs to be discussed more democratically. The District Party Committee has directed communes and companies to propagate and mobilize people to implement the State's policy. Currently, Song Con Agricultural Company's employees request equitization, but it cannot be equitized because the land is owned by the State, and the enterprise must rent land for production and business. Therefore, the two companies need to sit down together soon to discuss specific plans. However, I know that the leaders of Song Con Sugarcane Joint Stock Company have called Song Con Agricultural Company twice to invite them to sit down together, but the company has not accepted. In addition, the Department of Agriculture and Rural Development is the governing body that needs to inspect the situation to direct the conversion.”
