Need to make good use of policy mechanisms to reduce poverty quickly

(Baonghean.vn) -Continuing the program of monitoring the implementation of Resolution 319/2010/NQ-HĐND of the province, dated July 10, 2010 of the Provincial People's Council on a number of policies and mechanisms to support poverty reduction for communes with a poverty rate of 30% or more in addition to Resolution 30a in Quy Chau district, on the afternoon of October 21, the Culture - Social Committee of the Provincial People's Council had a meeting with the People's Committee of Quy Chau district.

Quy Chau is a mountainous district with a large area and low educational level; the poverty rate is high, accounting for 48.24%, of which excluding the town, the poverty rate in 11 communes is 51.65%. With such difficult conditions, the issuance of Resolution No. 319 by the Provincial People's Council has really created opportunities and conditions to support the locality in eliminating hunger, reducing poverty, and promoting economic development. Of the 6 support policies according to Resolution No. 319 of the Provincial People's Council, Quy Chau district has only implemented 3 contents, which are supporting forest care and protection; land reclamation and restoration; rotation, strengthening of cadres and attracting young intellectuals to work in the communes. From 2011 to September 2013, the whole district had 1,185 households supported in forest care and protection with a total amount of more than 2.5 billion VND; 828 households were supported in land reclamation and restoration with a support amount of nearly 3.5 billion VND.

The work of attracting young intellectuals to the communes has been directed by the district, with 11 young intellectuals working in 11 communes; 3 district officials have been assigned to work in the communes, with a budget of 51 million VND. However, in Quy Chau, the current need for support is greater than the supported budget, making it difficult to evaluate. The capacity of commune-level officials is still limited, so the implementation of policy contents is assigned to district-level public service units as investors, so the understanding and implementation of policies at the commune level is still limited. The implementation of policies on land allocation for afforestation and forest allocation for production; support for labor export; incentive policies for enterprises and production establishments to invest in production and business services has not been implemented.

Concluding the meeting, Comrade Nguyen Xuan Son acknowledged the district's efforts in bringing the resolution into life. He also suggested that the district should make good use of the policy mechanisms in Resolution 319; integrate programs, projects and policies in the area to quickly eliminate poverty. Pay attention to perfecting the steering committee, clearly assigning areas and contents; strengthen inspection, supervision and urging of sectors and establishments, focusing on enhancing the responsibility of the commune level. In the process of implementing the policy, pay attention to evaluating the support beneficiaries correctly and sufficiently, ensuring fairness, publicity and transparency.
