At the Congress, I would like to emphasize a number of points for you to discuss and make resolutions, build resolutions for the next term that are close to the practical situation, and at the same time create efficiency in the process of leading and directing the entire people to carry out socio-economic tasks in the next term.

During the past term, the Que Phong District Party Committee has achieved many great achievements in many fields. In particular, it has created positive changes and many bright spots, many innovations. Firstly, the district's economic growth reached 17.83%, which is a high growth rate. Secondly, the average income per capita doubled, but only reached 19.4 million, which is still low. Thirdly, the district has formed many key products such as passion fruit, sugarcane, rubber, especially the rice area reached more than 2,000 hectares/year, producing 2 crops, the average yield reached 51 tons/ha, which is a very high index compared to a mountainous district. Fourthly, the hydropower system has 9 factories under construction, of which 4 factories have been completed, put into production and promoted their use value. Especially the 180 MW Hua Na Hydropower Plant, the site clearance and coordination work to complete this hydropower plant have great contributions from the Que Phong District Party Committee. In addition, the district has built 162 effective farms. Technical infrastructure and social infrastructure have many breakthroughs... Kim Son town has been renovated to be more spacious, the urban area has been better arranged. In communes and villages, the infrastructure is also very good, especially the new rural concrete roads.
Regarding budget revenue, it reached 4 times higher than in 2010, although the revenue is still modest, about 30 billion VND in 2015, but the province also highly appreciates that effort... Regarding poverty reduction, we consider this a miracle of the Que Phong District Party Committee. The average poverty reduction rate is nearly 5%/year; down from 59% to 34.36%, is a very great effort, demonstrating the special attention of the Party Committee in leading the people; coordinating and attracting resources to achieve the above results. Land management, urban land allocation, and agricultural land have also been done well, reaching over 97%.
The quality of mass education and the quality of key education are also relatively good. The rate of children entering grade 1 is 99.8%, 24/46 schools are national standard, for a mountainous district this is a success. Regarding population and family planning, the district has 130 hamlets with no third child, a target that lowland districts must also strive to achieve, demonstrating cultural awareness among ethnic minorities. Rural security, urban security, and border security are maintained. In the work of Party building, in 5 years, 3 years the district Party Committee has been recognized as clean and strong, with high internal solidarity; the Executive Committee, the Standing Committee and the entire Party Committee have very good solidarity...
However, it must also be recognized that, in the past term, Que Phong district still had limitations, shortcomings, and weaknesses. The report pointed out 5 weaknesses, I completely agree and the next term must focus on overcoming them: First, economic growth must be commensurate with potential, linked to income, improving people's material and spiritual life. If economic growth does not improve people's lives and living standards, that growth is not very meaningful. Second, the poverty rate of the district is still high and the labor force is unemployed. Therefore, the district needs to come up with stronger solutions in poverty reduction, striving to reduce to the average level of the province. Third, in terms of economic models, the district has had a number of successful models, but they have not been widely replicated and must ensure sustainability. Fourth, the large number of drug addicts is a challenge in the growth and development process of Que Phong district; Not only is it a challenge for economic development, but it is also a challenge for social stability and the preservation of national culture. Therefore, the district needs to focus on fighting drug abuse, and how to gradually reduce this abuse; it needs to be considered a key task in the coming term, focusing on fighting, limiting and reducing it to the lowest level. Fifth, many backward customs still exist. Sixth, in the issue of forest management and mineral resource management, there are times and places where things are not good, the district needs to have long-term measures...
Regarding the goals, directions and tasks, we find that the comrades' goal of escaping poverty and becoming a well-off district in the mountainous region is a bit modest. In the coming term, the district must strive to escape poverty and at the same time build the district into a well-off district in the mountainous region of Nghe An province. The comrades' slogan is: "Economy is the focus, Party building is the key and culture is the driving force and foundation of society", we completely agree and the district must strive to make these three pillars like a tripod to make the district develop strongly.
I would like to remind you to focus on discussing a number of issues at the Congress:
Firstly, the district must redefine the economic structure in the direction of promoting potential, improving economic efficiency, developing economic farm models of households and craft villages, suitable for the conditions of large land, abundant forest resources and climate, and abundant human resources.
Second, develop specialized areas with processing such as passion fruit, rubber, sugarcane... Currently, passion fruit has been successful and must be developed to thousands of hectares; at the same time, calculate the consumption market, technology to always renew the land, the land does not become infertile; consider the issue of building factories and exporting products. The district leaders together with the province must work closely to help people develop passion fruit into a brand tree for Que Phong district. Besides, the district has developed fragrant rice varieties, super egg laying chickens are also very successful. Now, I would like to suggest to you to develop some other types of trees; for example, orange trees - Quy Hop can grow, Nghia Dan can grow, Yen Thanh can grow, Con Cuong can grow, giving very high yield, 1 hectare is about 1.5 - 1.8 billion VND, minus 10% cost, farmers still profit 1.5 billion VND, Que Phong district must try planting. I think Que Phong district will be able to do it because the climate and soil conditions are suitable. The second type of tree we want to talk about is tangerine and avocado trees. Avocado trees grow very well in Lam Dong and there is still a market demand. The district needs to research some new types of trees and apply new science and technology in development, linking land resources with processing, so that there will be a market and farmers will have income.
Besides, cattle raising is currently a strength for the districts in the West, it is recommended that the district build a program to develop large-scale livestock raising, especially cattle raising, etc. In addition, there is a new type of plant, which is a medicinal plant that the district has a lot of. Therefore, the district needs to pay attention to turning medicinal plants into commodities and functional foods. Another issue is developing forest trees into commodity trees, to do so, it is necessary to attract investment, produce clean coal, produce MDF, produce wood for people's consumption.
Regarding tourism and trade development, this is an issue that you have not emphasized in the political report. I think that Que Phong district has full potential for tourism development, especially eco-tourism and spiritual tourism. Que Phong district can coordinate with Quy Chau district to form a tourism center here. Recently, Japan helped Nghe An develop tourism, choosing 6 places including: Vinh city, Cua Lo town, Nam Dan, Yen Thanh, Con Cuong and Quy Chau. Quy Chau is 30km from Que Phong, we think this can be a key point for tourism development.
Regarding the construction of new rural areas associated with poverty reduction, the district must reach 5-10 communes, the comrades' target of 2-3 communes is modest. The most difficult thing about new rural areas is rural transportation. We see that rural transportation here is quite basic. Water and electricity are almost basic, we will strive for other infrastructure works. Along with creating jobs for people, this is the key to increasing income.
Third, focus on building urban development infrastructure, creating human resources, attracting investment, which means the district must strengthen vocational training, attract occupations suitable to its potential strengths, raw material areas, and suitable labor for development.
Fourth, develop culture, health care, and education, considering these as the foundation for strong socio-economic development.
Fifth, ensure national defense and security, build a strong Party, actively prevent and combat drugs, maintain political security, fight all types of criminal offenses, maintain border, urban and rural security...
