(Baonghean.vn) - Recently, many people who brought their children to Nghe An Obstetrics and Pediatrics Hospital for examination and treatment were very upset when their cars parked on the roads around the hospital were vandalized, such as broken windows, punctured tires, and scratched paint.

ANGRY ABOUT CAR DAMAGED

Recently, on a popular car forum, many people were outraged when posting pictures of cars being vandalized while parked on the roads surrounding Nghe An Maternity and Pediatrics Hospital.

Although the incident happened 2 months ago, Mr. Dong, a resident of Vinh City, is still upset. Mr. Dong recalled that on February 16, 2024, when he took his child to Nghe An Obstetrics and Pediatrics Hospital for a check-up, because there was no parking space in the hospital, he drove to the corner of Ngo Quang and Dang Van Ngu streets to park. Although Mr. Dong observed and pressed the car close to the wall and did not forget to clear a path so that the two cars could avoid each other. However, after leaving the hospital to get the car home, he found that one tire had been punctured.

On the following day, February 17, 2024, also at the above location, Ms. Thao My (residing in Ha Huy Tap ward, Vinh city) brought her child to Nghe An Obstetrics and Pediatrics Hospital for examination. After the examination, when she returned, her car had been punctured with two sidewall punctures. Because it could not be patched, Ms. Thao My had to replace the tire with a new one, costing more than 3 million VND...

About a month ago, Mr. Nguyen Van Hau (residing in Hung Loc commune, Vinh city) also encountered a similar situation when he parked his car on Ton That Tung street, near the side gate of Nghe An Obstetrics and Pediatrics Hospital, to visit a family member who was in the hospital. After returning, he saw that a front tire was flat. After calling for help to check, he realized that the tire had a hole, while there was no sign of a nail or foreign object being run over.

People whose cars were vandalized said that because there were no security cameras around Ton That Tung, Dang Van Ngu, and Ngo Quang streets, when their cars were vandalized, they had to accept the loss without having any evidence to report to the authorities.

In fact, vandalism of cars parked on the street is becoming more and more common. This shows the lack of ethics of some individuals, causing damage to people's property and affecting the security and order situation in the area. In recent years, there have been many cases of vandalism of cars in the area that have been handled, but this does not seem to have reduced the situation.

The vandalism of vehicles parked on the street around Nghe An Obstetrics and Pediatrics Hospital has been warned in advance, and many people have spoken out. However, dealing with it completely is not simple.

Talking with the representative of Hung Dung Ward Police, it is known that currently there is no security camera system installed around these routes. While many cases of car vandalism are not reported to the authorities, it is difficult to investigate to the end... The problem of lack of parking space around Nghe An Obstetrics and Pediatrics Hospital has become a hot issue in the ward in recent years. Because there is no large enough parking lot inside the hospital, people have to park along the surrounding roads when bringing their children for examination and treatment.

It is known that according to the regulations on decentralization of road management, on the main road Ton That Tung, the City Police manage and handle related issues. As for the branch roads, although managed by the Ward People's Committee, when they are damaged, people do not report in time, so there is no basis for resolution.

To completely resolve the above situation, many opinions say that the city needs to study and build public parking lots along Ton That Tung Street. At the same time, install a security camera system, post hotline phone numbers so that people can promptly report when encountering situations of vehicle vandalism, or situations affecting security and order.

Many people believe that whether people parking their cars along Ton That Tung and Dang Van Ngu streets is a violation of the law or not must be decided and handled by the authorities. If vehicles are not parked in the right place, no law allows organizations or individuals to violate citizens' property like that. Vandalizing cars such as breaking mirrors, puncturing tires, and scratching paint is an act of property destruction, showing signs of violating the law. In these cases, the police investigation agency needs to step in to verify and clarify.

Article 178 of the 2015 Penal Code, amended in 2017, clearly states the crime of destruction and intentional damage to property: If the damage caused is from 2 million VND to less than 200 million VND or the violation is organized, the offender can be sentenced to up to 7 years in prison; if the damage is from 200 million VND or more, the offender can be sentenced to up to 10 years in prison, or even up to 20 years if the damage is from 500 million VND or more.

If the damage is less than 2 million VND and does not fall under the cases in Clause 1, Article 178, Penal Code 2015, amended and supplemented in 2017, it will be administratively sanctioned according to the provisions of Point a, Clause 2, Article 15, Decree 144/2021/ND-CP. Accordingly, the person causing the consequences can be fined from 3-5 million VND for the act of destroying or intentionally damaging another person's property.

Obviously, vandalism of cars parked on the street is a serious problem, this behavior not only causes discomfort to the car owner but also creates a negative impact on the security and order situation in the area. Therefore, in addition to raising awareness of parking among people, the authorities also need to take measures to prevent vandalism of cars quickly and effectively.
