Illegal construction in Quynh Luu needs to be strictly punished.

(Baonghean) - Taking advantage of the remote location and lax management of land resources at the grassroots level, from 2004 to present, in Quynh Luu district, there have been 99 cases of land encroachment and illegal house construction on agricultural land and protective forests with an area of ​​thousands of square meters.².

In 2009, implementing the land conversion program, Quynh Thach commune converted the entire ineffective rice-growing Lang field to a biological duck farming model. Most households were excited and complied with the legal regulations on barn planning.

However, recently, local people have been upset by the situation where Mr. Nguyen Sy Luan's household in Quynh Thach commune arbitrarily built a solid structure including a level 4 house, kitchen, dry tank, corrugated iron roof, and even installed an air conditioner for family use right on agricultural land.

A local resident was upset: “In Quynh Thach, there is a household of Mr. Luan who built a house on agricultural land, but the Commune People's Committee did not take timely measures to prevent it, so the commune members strongly opposed it. In my opinion, people do not understand the law, so building a house on rice land is wrong. But this is a party member, a cadre, and doing so, the people are very indignant.

The situation of using land for the wrong purpose, arbitrarily constructing and illegally expanding structures on agricultural land not only occurs in Quynh Thach but also in Quynh Hong commune, which is a hot issue. In 2010, implementing the policy of converting land, the People's Committee of Quynh Hong commune assigned a field of nearly 20 hectares to 17 households to participate in the monosex tilapia farming model.

On average, each household receives 5 to 6 sao of land with a tax to be paid to the Commune People's Committee of 1 million VND/sao/year. However, in reality, few people implement the model while many houses are built. In particular, some households even bring their whole family to live there, even buying a rice milling machine to serve the "illegal residential area".

Although the above situation has been going on for a long time, the handling and resolution of the local government is still very slow and confusing. Mr. Ho Nghia Duong - Chairman of the People's Committee of Quynh Hong commune said: "Although there is an inspection conclusion of Quynh Luu district requesting to handle the violations of households. However, because the constructions built by the people are very solid, is it very difficult to enforce the demolition? Currently, the locality is also making a request for the district to provide legal assistance and specific instructions to handle households violating the illegal construction of houses on agricultural land, avoiding bad public opinion among the people".

According to a report from the district's Department of Natural Resources and Environment, up to now, the district has discovered 99 violations with a total area of ​​nearly 38,000 square meters of land, concentrated in the communes of Quynh Ba, Quynh Hong, Quynh Hung, Quynh Doi and Quynh Tan. Of these, 11 cases involved land encroachment and 88 cases involved the misuse of agricultural land and protective forest land.

Most of the terrain where encroachment and illegal construction of houses and farms occur is mainly in remote areas. Taking advantage of this characteristic, households arbitrarily gather materials and hire workers to build houses, living facilities, and livestock farms in violation of state regulations. It is worth mentioning that most of the cases are only discovered when there are complaints, disputes, or reports from the people, while the role of state management and supervision of communes and towns is still very limited, causing serious consequences.

According to the law, each livestock model including fish, rice, cattle and poultry on converted agricultural land will be allowed to build a guardhouse with a floor area of ​​no more than 30m2.²and the height is not more than 4m. Households contracted to take care of protective forests have the right to collect dry firewood, miscellaneous trees, and bamboo shoots. At the same time, they have the obligation to care for, protect, and plant protective forests according to regulations.

All acts of encroachment on agricultural land, protective forest land, construction of houses, and solid farms are handled according to the law. According to the leader of the Department of Natural Resources and Environment of Quynh Luu district, the responsibility for the above situation lies primarily with the local Party Committee and government, which have not really stepped in to handle the situation or have handled it in a formal manner. The responsibility of the industry is that it has not given strong direction.

Deforestation to establish farms, people compete to move houses to the fields, build solid structures on rice fields. This is the current situation in Quynh Luu district, alarming that land resource management in many localities is still loose, leading to the situation of using land for the wrong purpose.

It is time to have strong solutions to handle violators, and at the same time strengthen the supervision role from the grassroots to thoroughly resolve this situation. According to Mr. Nam, in the coming time, the People's Committee of Quynh Luu district will establish an interdisciplinary inspection team to review all violators, measure each construction item to simultaneously enforce, remove violations, and restore the status quo to protective forest land, as well as agricultural land./.
