In this storm response, Nghe An Police has mobilized 800 officers and soldiers from provincial police departments to key areas including Cua Lo, Nghi Loc, Dien Chau, Quynh Luu, Hoang Mai to prepare according to the "4 on-site" principle (on-site command, on-site forces, on-site means and supplies and on-site logistics), readying means and forces to proactively respond and evacuate people to safety, prevent separation and isolation, ensure good security and order, and protect people's property. At the same time, coordinate with relevant agencies at all levels to review plans to ensure safety for dike and dam works, arrange forces and means to proactively handle incidents.

Vehicles are strictly prohibited from traveling through the storm landing area (except for vehicles performing storm prevention and control tasks); permanent forces are arranged to regulate traffic in flooded areas and ferry terminals to guide people and vehicles to pass, ensure safety, and resolutely prohibit all vehicles from traveling through flooded areas.
