In this storm response, Nghe An Police has mobilized 800 officers and soldiers from the provincial police departments to key areas including Cua Lo, Nghi Loc, Dien Chau, Quynh Luu, Hoang Mai to prepare according to the "4 on-site" principle (on-site command, on-site forces, on-site means and supplies and on-site logistics), readying means and forces to proactively respond and evacuate people to safety, prevent separation and isolation, ensure good security and order, and protect people's property. At the same time, coordinate with all levels and functional branches to review plans to ensure safety for dike works, dams, and arrange forces and means to proactively handle incidents.

The Waterway Police, Road and Railway Traffic Police units deployed forces to coordinate with local police to inspect and guide traffic flow, focusing on National Highway 1 and Ho Chi Minh Road. Strictly prohibit vehicles from traveling through the storm landing area (except for vehicles performing storm prevention and control tasks); arrange regular forces to regulate traffic in flooded areas and ferry terminals to guide people and vehicles to pass, ensure safety, and resolutely prohibit all vehicles from passing through flooded areas.
