Vice Chairman of Dien Yen Commune People's Committee, Mr. Le Duc Hung, said that since the project stopped, voters have repeatedly petitioned National Assembly deputies to express their frustration and hope that the project will be completed soon. The commune government has also petitioned higher authorities but has not yet had any results. "The project is unfinished so no one comes to visit, sometimes students and youth groups come to clean and pull weeds. The investor's representative, Mr. Hoang Cong Vinh - Director of the Project Management Board, (Nghe An Department of Culture and Sports), said that the unfinished items include the garden, parking lot, electricity and water lines, decoration system, with a total capital of about 7 billion VND. "The investor has repeatedly requested the province to disburse the remaining capital but there have been no results. Comrade Phung Chi Kien's real name is Nguyen Vy, born in 1901 in My Quan village, Van Phan commune (now Dien Yen commune - Dien Chau district). He was a member of the Standing Committee of the 1st Party Central Committee, and was assigned by Uncle Ho and the Central Committee to be in charge of the Party's first military. On August 22, 1941, during a battle against the French army's sweep of the revolutionary base in Bac Can province, he was captured by the enemy and later sacrificed his life. On September 13, 1947, President Ho Chi Minh signed Decree 89/SL to posthumously confer the rank of General on Comrade Phung Chi Kien. He was the first person in our army to be conferred the rank of General.
