Mobile police equipped with planes and ships

Mobile police are given priority to be equipped with modern means such as airplanes and ships, but when used, they must have the consent of the Minister of Public Security.

The Mobile Police Ordinance, passed by the National Assembly Standing Committee on December 23, stipulates that this force is given priority in equipping it with weapons, explosives, support tools, aircraft, ships, technical means of service, and modern specialized equipment. The Ordinance assigns the Government to specify this content in detail.

Representative of the inspection agency, Chairman of the National Defense and Security Committee Nguyen Kim Khoa said that some opinions are still concerned about the feasibility of equipping aircraft and ships for the mobile police. Accordingly, there are also opinions that do not agree with equipping these vehicles and suggest coordinating with the Ministry of Defense when there is a need to use them, to avoid waste.

The Standing Committee of the National Defense and Security Committee believes that although the mobile police have not been equipped with aircraft or ships, to ensure that this force is qualified to complete its tasks well in all situations, the modernization of vehicles and technical equipment, including aircraft and ships, is necessary.

The management of these types of vehicles serving the activities of the Ministry of Public Security in general and ensuring the operational mobility of the mobile police in particular is decided by the Minister of Public Security. The content of the ordinance also clearly states, "in cases where it is necessary to mobilize a larger force or mobilize mobile police units to manage and use aircraft and ships, it is necessary to report to and obtain the consent of the Minister of Public Security."

Discussing before passing the ordinance, Chairman of the National Assembly Office Nguyen Hanh Phuc suggested considering the mobilization authority of provincial police directors. Chairman Nguyen Kim Khoa explained that the authority to mobilize this force depends on the nature and scope of the incident and the scope of the force that needs to be mobilized. Accordingly, provincial police directors have the right to mobilize mobile police units under provincial police to perform tasks in the locality, but must promptly report to the Minister of Public Security and be responsible for their decisions.

The Ordinance also stipulates that the use of firearms by mobile police in the event of riots or mass gatherings to disrupt security is decided by the Minister of Public Security.
