As officers attempted to subdue the man, a voice was heard shouting, “Put the gun down.” Seconds later, five shots were fired.
Police have not yet confirmed whether the man was armed.
The incident occurred in Los Angeles' notorious Skid Row district, which has a large homeless population.
Police spokesman Barry Montgomery told the LA Times that officers were responding to reports of a robbery in the area.
Barry Montgomery declined to say how many officers were involved in the incident but confirmed that no one was injured. He also did not provide identification of the dead man.
According to the BBC reporter, based on the video, it is not clear what actually happened. Police are allowed to use deadly force if the man is armed.
Los Angeles Police Chief Andrew Smith said at one point a struggle broke out between the man and the officer over the officer's weapon.
He said no additional guns were recovered at the scene.
In 2014, the killings of black people in public places sparked weeks of massive protests across the United States.
Tensions rose in January when police in New Jersey were caught on camera fatally shooting a black man as he got out of his car and raised his hands to surrender.
