The role of the loan groups is very important in evaluating, implementing loan programs, collecting interest, etc.

Although the monthly commission for the loan group is only about 400 thousand VND/person, the women and men who are members of the organizations have been active, not minding the long and difficult journeys to help the policy bank deploy loans. In some mountainous areas such as Ky Son, Que Phong... the associations at all levels have crossed forests and streams to inspect the loan programs, re-evaluate the effectiveness of the loans, and report to the Policy Bank to promptly handle bad debts. The outstanding debt through trust by October 2012 reached 5,533 billion VND, accounting for 99.47% of the total outstanding debt of the Nghe An Social Policy Bank, an increase of 422 billion VND compared to the beginning of 2012, a growth rate of 8.26%. In the first 9 months of the year, more than 23,000 poor households, 2,300 business households in difficult areas, 67,000 students received loans, and 24,696 poor households received capital support for housing construction.

Currently, there are 278,000 customers with outstanding loans at NHCS, an average of 17 million VND/household, showing the extremely important role of units entrusted by the Policy Bank (NHCS), bringing meaningful capital from the bank to the poor in remote, isolated and extremely difficult areas, thanks to the association-level organizations as a bridge, such as the Women's Union has lent over 2,000 billion VND of policy capital, accounting for nearly 40%, the Farmers' Association has lent approximately 1,900 billion VND, the Veterans' Association has nearly 1,200 billion VND, the Youth Union has nearly 500 billion VND...

Credit quality through entrustment continues to be guaranteed. Total overdue entrustment debt is 10,608 million VND, accounting for 0.19% of total entrustment debt. The Women's Union is the unit that receives the most entrustment, but the overdue debt rate is the lowest at 0.14%, the Youth Union 0.2%, the Veterans Association 0.21%, and the Farmers' Association 0.22%.

It can be said that without the entrusted organizations, NHCS cannot complete its tasks. From the stages of disseminating loan programs, approving subjects, collecting interest, collecting debt, managing debt... the network of associations in the districts has shared the burden of bringing policy capital to all regions. The outstanding results of the entrusted organizations are collecting interest on credit programs and mobilizing savings deposits. The student credit program is a large program, over the past 5 years, it has been implemented for nearly 30,000 households, and this is the program with the largest outstanding debt of NHCS in Nghe An and Nghe An is also the province with the largest outstanding student credit debt in the country. The revenue from interest of this program is guaranteed.

To make capital effective, the association-level organizations have stepped up inspection and supervision activities. In the first 9 months of the year, the association-level organizations inspected 1,701 communes, 6,787 groups, and over 243,000 customers. The network of savings and loan groups continued to be regularly consolidated. Banks and district and commune-level organizations continued to direct and directly attend activities of 6,164 groups, reaching 74%. Transaction activities at the commune level increased, the demand for loans increased sharply, and the number of customers increased. The rate of accounting entries made at the disbursement transaction point reached 95.6%, and debt collection reached 79.2%.

In the coming time, Nghe An Bank will seriously study the content of the Project to improve the quality of debt collection and bad debt settlement to complete and improve the quality of debt collection and settlement plans at the unit. The expected loan turnover in the fourth quarter of 2012 of Nghe An Bank in 2012 is 546 billion VND, of which the capital growth is 321 billion VND and the capital source for debt collection in the quarter is 225 billion VND.
