Providing timely rice relief for people during the 2012 crop gap

Pursuant to Decision No. 722/QD-TTg dated June 18, 2012 of the Prime Minister on supporting famine relief rice for Nghe An province, at the proposal of the Department of Labor, Invalids and Social Affairs, Department of Agriculture and Rural Development, Department of Finance, Ethnic Minorities Committee, the Provincial People's Committee issued Decision No. 2324/QD-UBND dated June 27, 2012 on allocating famine relief rice to people in districts.
To effectively distribute rice to the people, the Provincial People's Committee assigned the Directors of the Departments of Labor, Invalids and Social Affairs, Agriculture and Rural Development, Finance, Head of the Ethnic Minorities Committee and Chairmen of the People's Committees of the districts: Thanh Chuong, Tuong Duong, Ky Son, Nghia Dan, Quy Chau, Que Phong, Quy Hop to carry out the following tasks:
1. The Director of the Department of Labor, Invalids and Social Affairs shall preside over and coordinate with the Department of Agriculture and Rural Development, the Department of Finance, the Ethnic Minorities Committee, and the State Reserve Department of Nghe Tinh province to focus on directing, urging, and inspecting the People's Committees of districts in the implementation of rice distribution to hungry households during the 2012 crop gap period to ensure the right beneficiaries; at the same time, synthesize and report the results of rice distribution by the People's Committees of districts to the Provincial People's Committee and the Ministry of Labor, Invalids and Social Affairs before July 16, 2012.
2. The Director of the Department of Labor, Invalids and Social Affairs established inspection teams to urge districts to receive and distribute rice to people.
3. The Director of the Department of Finance advises and submits to the Provincial People's Committee a decision to support districts with funding for transporting rice from the district center to commune centers, towns and villages.
4. The Chairmen of the People's Committees of the districts: Thanh Chuong, Tuong Duong, Ky Son, Nghia Dan, Quy Chau, Que Phong, Quy Hop are responsible to the Chairman of the Provincial People's Committee for the distribution of rice to hungry households during the 2012 crop gap. Actively coordinate with the State Reserve Department of Nghe Tinh region, Department of Labor, Invalids and Social Affairs, Department of Agriculture and Rural Development, Ethnic Minorities Committee, Department of Finance to promptly deploy plans to receive rice and promptly distribute it to hungry households.
Direct communes and towns to distribute rice to the right subjects, in the right regime, and in a timely manner. Strictly handle units and individuals who violate the distribution of rice to people (distributing rice to the wrong subjects, dividing it equally, affecting the quota for households suffering from hunger, not distributing it on time, etc.); organize inspections and closely monitor the distribution of rice in communes and towns; summarize the results of rice distribution in the area and report to the Provincial People's Committee (through the Department of Labor, Invalids and Social Affairs) before July 15, 2012 to report to the Government according to regulations.
5. Request the State Reserve Department of Nghe Tinh region to closely coordinate with the Director of the Department of Labor, Invalids and Social Affairs, Chairmen of the People's Committees of the districts: Thanh Chuong, Tuong Duong, Ky Son, Nghia Dan, Quy Chau, Que Phong, Quy Hop to organize the transportation and direct delivery of rice to the People's Committees of the districts to ensure timely quality and sufficient quantity.
6. Request the District Party Committee Secretaries and Chairmen of the Fatherland Front Committees of Thanh Chuong, Tuong Duong, Ky Son, Nghia Dan, Quy Chau, Que Phong, and Quy Hop districts to direct and closely supervise the organization of receiving and distributing rice to relieve hunger for the people; at the same time, coordinate to handle units and individuals who violate the distribution of rice to relieve hunger for the people.
