Providing rice to relieve hunger during the Tet holiday and the 2014 crop gap
(Baonghean) - Implementing Decision No. 110/QD-TTg dated January 15, 2014 of the Prime Minister on supporting hunger relief rice on the occasion of the Lunar New Year and the 2014 crop gap for localities, according to the proposal of the Department of Labor - Invalids and Social Affairs in Official Dispatch No. 86/LD-TBXH dated January 15, 2014, the Provincial People's Committee issued Decision No. 174/QD-UBND dated January 16, 2014 on allocating hunger relief rice to people in districts, cities and towns. To effectively implement the distribution of rice to people, the Provincial People's Committee assigned the Directors of the Departments of Labor - Invalids and Social Affairs, Agriculture and Rural Development, Finance; Head of the Provincial Ethnic Minorities Committee; Chairmen of the People's Committees of districts, cities and towns to urgently implement the following tasks:
a) Director of the Department of Labor, War Invalids and Social Affairs: Presides over and coordinates with the Department of Agriculture and Rural Development, the Department of Finance, the Provincial Ethnic Minorities Committee, and the State Reserve Department of Nghe Tinh region to focus on directing, urging, and inspecting the People's Committees of districts, cities, and towns in the implementation of rice distribution to hungry households to ensure timely and correct beneficiaries; synthesizes and reports to the Provincial People's Committee and the Ministry of Labor, War Invalids and Social Affairs on the results of rice distribution by the People's Committees of districts, cities, and towns before January 27, 2014.
- Establish inspection teams to urge districts, cities and towns to receive and distribute rice to people.
b) The Director of the Department of Finance shall advise and submit to the Provincial People's Committee a decision to support districts and towns with funding for transporting rice from the district center to commune centers, towns and villages.
c) Chairmen of the People's Committees of districts, cities and towns are responsible to the Chairman of the Provincial People's Committee for the distribution of rice to hungry households during the Lunar New Year and the 2014 crop-break period. Actively coordinate with the State Reserve Department of Nghe Tinh region, Department of Labor - Invalids and Social Affairs, Department of Agriculture and Rural Development, Provincial Ethnic Minorities Committee, Department of Finance to promptly deploy plans to receive rice and promptly distribute it to hungry households. Direct communes, wards and towns to distribute rice to the right subjects, in accordance with the regime, and ensure timeliness. Strictly handle units and individuals who violate the distribution of rice to people (distributing to the wrong subjects, dividing equally, affecting the quota for hungry households, untimely distribution, etc.); organize inspection and closely monitor the distribution of rice in communes, wards and towns; Synthesize the results of rice distribution in the area and report to the Provincial People's Committee (through the Department of Labor, Invalids and Social Affairs) before January 26, 2014.
Propose that the State Reserve Department of Nghe Tinh region closely coordinate with the Director of the Department of Labor - Invalids and Social Affairs, Chairmen of People's Committees of districts, cities and towns to organize the transportation and delivery of rice directly to the People's Committees of districts, cities and towns to ensure timeliness, quality and sufficient quantity.
Propose that the Secretaries of the Party Committees of districts, cities and towns; Chairmen of the Fatherland Front Committees of districts, cities and towns direct and closely supervise the organization of receiving and distributing rice to relieve hunger for the people; coordinate in handling units and individuals who violate the distribution of rice to relieve hunger for the people.
